RESOLUTION NO. 2025-4302
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, APPROVING REALLOCATION
OF REMAINING BOND PROCEEDS (FUND 3005) AND
AMENDING THE FISCAL YEAR 2024/25 BUDGET TO
APPROPRIATE $300,000 FROM GENERAL FUND (1000),
$533,220 FROM CITY-WIDE TRAFFIC MITIGATION FUND
(2002) AND $500,000 FROM LOS ANGELES AVENUE
AREA OF CONTRIBUTION (A.O.C) FUND (2014) TO HIGH
STREET STREETSCAPE PROJECT (C0009); AND MAKING
A DETERMINATION OF EXEMPTION FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT IN
CONNECTION THEREWITH
WHEREAS, on January 18, 2017, the City Council approved and entered into a
Bond Proceeds funding Agreement between Successor Agency to the Redevelopment
Agency of the City of Moorpark; and
WHEREAS, on February 5, 2020, the City identified projects and presented the
allocation of remaining bond proceeds to the City Council; and
WHEREAS, on April 29, 2020, the City presented modification to the allocation of
remaining bond proceeds to the City Council; and
WHEREAS, the City Council adopted the Operating and Capital Improvement
Budget for Fiscal Year 2024/25 on June 19, 2024; and
WHEREAS, a staff report has been presented to the City Council requesting the
reallocation of remaining bond proceeds, including $250,000 from Millard Drain Project
(C0003), remaining project fund of $9,418.99 from Sidewalk Rehabilitation Project
(M0050), and $186,231 from unallocated interest revenue to the High Street Streetscape
Project (C0009); and
WHEREAS, a staff report has been presented to City Council requesting approval
of a budget amendment in the amount of $300,000 from General Fund (1000), $533,220
from City-Wide Traffic Mitigation Fund (2002), and $500,000 from Los Angeles Avenue
Area of Contribution (A.O.C.) (2014); and
WHEREAS, Exhibit "A" attached hereto describes said budget amendment and its
resultant impact to the budget line items; and
WHEREAS, the Community Development Director has found it to be Categorically
Exempt in accordance with Section 15301 (Class 1: Existing Facilities) of the California
Environmental Quality Act (CEQA) Guidelines. Class 1 consists of the operation, repair,
maintenance, permitting, leasing, licensing, or minor alteration of existing public or private
structures, facilities, mechanical equipment, or topographical features, involving
negligible or no expansion of existing or former use. Therefore, the Community

Development Director has determined that there is no substantial evidence that the
project would have a significant effect on the environment.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. ENVIRONMENTAL DETERMINATION: The City Council, based on
its own independent analysis and judgment, concurs with the Community Development
Director's determination that the project is categorically exempt from the requirements of
the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1:
Existing Facilities) of the CEQA Guidelines. Therefore, no further environmental analysis
is required.
SECTION 2. The City Council hereby approves a budget amendment in the
amount of $300,000 from General Fund (1000), $533,220 from City-Wide Traffic
Mitigation Fund, $500,000 from Los Angeles Avenue Area of Contribution (A.O.C.), and
$195,650 from Remaining Bond Proceeds Fund (3005), including the reallocation of
$250,000 from Millard Drain Project (C0003) to the High Street Streetscape Project
(C0009).
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
