(Staff: Jessica Sandifer, Deputy Parks and Recreation Director) (ROLL CALL VOTE REQUIRED) Item: 10.D. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jessica Sandifer, Deputy Parks and Recreation Director DATE: 03/05/2025 Regular Meeting SUBJECT: Consider Request from Rudy Perez Jr. Memorial Foundation to Co- Sponsor Country Days Parade and Street Fair; and Consider Resolution Amending the Fiscal Year 2024/25 Budget to Allocate $3,500 from the General Fund for Updated Traffic Control Plans BACKGROUND The Country Days event has been held in Moorpark for over 30 years. The event is typically held the first Saturday in October and includes a parade and street fair. There is no admission fee charged to the public. Historically, the City has worked cooperatively with the Chamber of Commerce (Chamber) and other organizations to produce the event. In 2024, the Chamber was unable to organize the street fair and parade. Since the parade is one of the most loved features of the Country Days event, the Rotary Club of Moorpark Morning decided to step in and hold a parade only. DISCUSSION For 2025, the Rudy Perez Jr. Memorial Foundation (Foundation) has approached the City to organize the Country Days event since the Chamber is no longer producing it. Similar to arrangements the City has had with the Chamber, the Foundation has requested that the City co-sponsor the 2025 Country Days event and waive fees for the parade and street fair, and use of certain City-owned downtown properties, including the Moorpark Community Center located at the Civic Center and the vacant City property located at 467 High Street. Additionally, they have requested the City handle certain aspects of the event as done previously, including the street closures, police services, solid waste management services, and obtaining the Caltrans encroachment permit for the closure of Moorpark Avenue (SR23) to facilitate the parade. Staff has prepared the Cooperative Services Agreement for the event with the same terms as has been previously agreed to over the years between the City, Chamber of Item: 10.D. 477 Honorable City Council 03/05/2025 Regular Meeting Page 2 Commerce and other organizations. The agreement details each party’s responsibilities, the terms for the Foundation’s use of City property, provides certain fee waivers, sets forth insurance requirements for the Foundation and contracted vendors, and the requirement to obtain an encroachment permit for the use of High Street and other affected City rights of way. For the 2025 event, City staff and the Moorpark Police Department (PD) will be working with the Foundation to change the route of the parade to avoid crossing over the railroad tracks on Moorpark Avenue. This change is a safety improvement that the City and Moorpark PD have been requesting for some time. The City and Moorpark PD will work with the Foundation on identification and permitting for a new parade route that will be along Moorpark Avenue/Walnut Canyon, north of the railroad tracks. This will affect the Caltrans Encroachment Permit that the City obtains for the event. Typically, funds to hire an engineer to prepare the traffic control plan required for the Caltrans permit are budgeted in next Fiscal Year. However, due to the changes to the parade route and the need for a brand-new traffic control plan, which will require additional review time for the Caltrans permit, staff is requesting a budget amendment for the traffic control plan work at this time. The City has traditionally approved the Cooperation Agreement because this event promotes the City of Moorpark, provides recreational and community involvement opportunities for Moorpark’s residents, and local businesses benefit from increased visibility. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no further environmental review is required. FISCAL IMPACT The City will absorb overhead costs associated with use of City facilities, City staff time spent working the event, and issuance of a “no fee” Encroachment Permit. The City will also absorb $2,800 in overtime costs for Public Works Department staff. The City will pay for police services (up to $12,500) for the event. Fees waived for use of the Moorpark Community Center equate to approximately $900. The Fiscal Year 2025/26 Operating and Capital Improvement Project Budget will include the above-mentioned costs, services and fee waivers. Staff is requesting a budget amendment in the amount of $3,500 from Fiscal Year 2024/25 General Fund balance to hire an engineer to prepare traffic control plans for the road closure for the parade and Caltrans permit review. 478 Honorable City Council 03/05/2025 Regular Meeting Page 2 COUNCIL GOAL COMPLIANCE This action does not support a current strategic objective. Authorize the City Manager to execute Cooperative Services Agreement to co- sponsor the October 4, 2025, Country Days event, subject to final language approval of the City Manager; and 2. Waive fees for use of City properties and for City-issued permits; and 3.
