GILLESPIE Chief of Police TO: The Honorable City Council FROM: Philip Newhouse, Director of Community Services DATE: June 15, 1989 SUBJECT: Street Sweeping Test Program Report The City Council street sweeping subcommittee, Councilmembers Harper and Perez, met with City staff, Emard Power Sweeping owners, David and Jody Hopkins, and Tom Mooney, Field Representative for Emard, to review the street sweeping operation as part of a test program approved by Council. Two sweeping machines were involved in the test; regenerative air and moline brush sweeper. The test was conducted at three locations: Charles Street, Roberts, Esther and Sherman Avenues; and Buttercreek Road. Method of testing was sweeping of the gutter pan in the test areas with both pieces of equipment. The results of the test were extremely good. All areas swept were left very clean. The sweepers were able to pick up all trash in the gutter, including soft drink cans. However, -in areas where grass or weeds were growing in the gutter, the machines were unable to sweep up all of the trash. The subcommittee concluded, based upon the results: 1. The current equipment used in the sweeping operation is adequate to get the job done; 2. If the sweeper operator drives a little slower than currently driving, the sweeping results will dramatically improve; and 3. Removal of grass and weed in the gutters will greatly improve the sweeping efficiency. The greatest change noted to improve the overall sweeping performance was parking. To resolve this issue and other items related to the sweeping program, the subcommittee is recommending the following list of suggestions for consideration: 1. Spray all curbs and gutters to remove grass and weeds. 2. Sweep the downtown area weekly for one year. Areas to be swept would be bound by Moorpark Avenue on the west; Everett Street on the north; Spring Road on the west; and LA. Avenue on the south. 3. Program Awareness: A. Mail informational brochure, printed in English and Spanish, to all Moorpark addresses which would explain the street sweeping program in detail. B. Have sweeping schedules printed on water bills. C. Place display ad in newspaper, identifying by map route/area to be swept. 4. Parking suggestions: A. Consider a no parking time zone in areas to be swept which corresponds to day of sweeping. B. Emard Sweeping to place a reminder notice on vehicles in areas being swept not complying to sweeping schedules. 5. Consider awarding a three (3) year contract instead of a one (1) year contract. Emard would be willing to purchase additional/newer equipment if given a longer contract. Analysis of weekly sweeping of downtown area: A. Total miles to be swept - 8.20 miles B. Costs: Weekly = $13.10/cu. mi. x 8.20 mi. x 52 = $5,585.84/yr. Biweekly = $14.19/cu mi. x 8.20 mi. x 26 = $3,025.36/yr. Difference: $2,560.48 or $213.38/mo. Emard Power Sweeping has changed their name to Pacific Power Sweeping.
