GILLESPIE Chief of Police Philip Newhouse, Director of Community Service~ February 22, 1989 1 7'\ Establishing Street Sweeping Test Area At your February 1, 1989, Council meeting, the Council reviewed a report from staff regarding our current street sweeping activity and a prior proposal for establishing a street sweeping test area. After reviewing the report, Council appointed Councilmembers Harper and Perez to meet with staff to prepare a report for establishing a street sweeping test area. Staff met with Councilmembers Harper and Perez after the Council meeting on February 1, 1989, and the Comnrittee is recommending the following : A. Establishment of three test areas: Area 1: Area 2: Area 3: 799 Moorpark Avenue Residential area Susan Avenue to Sherman Avenue Esther Avenue s. bounded by Millard Street to the west; the north ; Harry Street to the east; to t he south, in c luding Roberts and Residential area bounded by Amherst Street to the west; Stanford Street to the north; North Harvard Street to the east; Ea st Hartford Street to the south, including Cornell CirclE!, Creighton Circle, Pepperdine Circle and Vassan Circ"le . Notwithstanding the provisions of Section '12507, local .10thorit ies may, by ordinance or resolution, prohibit or restrict the parking ~r standing of vehicles on certain streets or highways, or portions thereof, be twee n the hours of 2 a.m. and 6 a.m., and may, by ordinance or resolution, proh ibit or r estrict the parking or standing, on any street, or portion thereof, in a res ide ntial district, of commercial vehicles having a manufacturer's gross ,·ehicl e weight rating of 10,000 pounds or more. Such ordinance or resolution relatin g to parking between the hours of 2 a.m. and 6 a.m. may provide for ;I syst e m of permits for the purpose of exempting from the prohibition or res tric tion of such ordinance or resolution handicapped persons and resi de nts of high-density, multiple-family dwelling areas or similar areas lac ki ng ade quate offstreet parking facilities. No such ordinance or resolution relating to the parking or standing of commercial vehicles in a residential dis tri c t shall, however, be effective .with respect to any commercial vehicle mak ing pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on the restricted streets or highways or for th e p urpose of delivering materials t o be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure upo n the restricted streets or highways for which a building permit has previously been obtained. • . Local authorities may, by ordinance or resolution, prohibit or res tri c t the parking or standing of vehicles on designated streets or highways, or portions thereof, for the purpose of street sweeping. No ordina nce or resolution relating to the parking or standing of commercial vehicl es in a residential district shall be effective with respect to any comm e rcial vehicle making pickups or deliveries of goods, w~res, or me rc handise from or to any building or structure located on the restricted street or highway, or for the purpose of delivering materials to be used in the repair, alteration, remodeling, or reconstruction of any building or stru cture for which a building permit has previously been obtained. No such ordin a nce or resolution shall be effective until the street or highway, or po rtio n thereof, has been sign-posted in accordance with the uniform stand ards and specifications of the Department of Transportation, or local autho r ities have caused to be posted in a conspicuous place at each entrance to the street a notice not less than 17 inches by 22 inches in size, with letter ing not less than one inch in height, setting forth the day or days and hours pa rking is prohibited. As used in this section, "e ntrance" means the inte rsecti o n of any street or streets comprising an area of restricted parking fo r str eet-sweeping purposes on the same day or days and hours with another st reet or highway not subject to such adarking restriction, or subject to par king r es trictions on different days an hours.
