GILLESPIE Chief of Police At the September 21, 1988, City Council meeting, staff presented a proposal for the establishment of a street sweeping test area. The area proposed was a residential area in the center of town bounded by Dorothy Avenue to the north; Millard Street to the west; Sherman Avenue to the South; and Harry Street to the east. All streets of the test area were to be posted for "no parking on Mondays from 12:00 noon to 4:00 p.m.11 Emard Sweeping Company would sweep the area with two types of sweepers, vacuum and brush. Cost of setting up the test area was estimated to be $2,270.00. In reviewing the proposal, the Council expressed concern related to the cost, potential hardship of restricting parking in the test area for four hours and possibility of cars being towed. At the request of Councilman Harper, Council appointed Councilmembers Galloway and Perez to meet and discuss the establishment of an alternate test area site. On September 28, Councilmembers Galloway and Perez, Mr. and Mrs. Hopkins, owners of Emard Sweeping, and staff met to discuss alternate test site areas and methods for setting up a sweeping test area. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 SWEPNG2.TST/PRAGENDA The Honorable City Council Page -2- September 28, 1988 The committee is recommending the following for Council consideration: A. Establishment of three test areas: Area 1: Residential area bounded by Millard Street to the west; Susan Avenue to the north; Harry Street to the east; Sherman Avenue to the south, including Roberts and Esther Avenues. Area 2: Re·sidential area bounded by Amherst Street to the west; Stanford Street to the north; North Harvard Street to the east; East Hartford Street to the south, including Cornell Circle, Creighton Circle, Pepperdine Circle and Vassan Circle. Area 3: Residential area consisting of Butter Creek Road between L.A. Avenue to Wi 11 owood Court; Wi 11 owood Court; Coral berry Court; Wildflower Court; Poppyglen Court and Hollyglen Court. B. Post area with sign similar to sign used by the City of Oxnard: 18 11 NO PARKING 12:00 NOON TO 4:00 P.M. DAY (Mon., Tues, etc.) 24 11 WEEK (1st. & 3rd., etc.) EVERY MONTH EXCEPT HOLIDAYS ORDINANCE NO. __ The City of Oxnard only posts signs in areas where heavy concentration of parking occurs; such as apartment buildings and hospitals. I would suggest adding the words 11 Street Sweeping 11 to the sign. Signs to be placed on light poles or existing sign poles in each area to reduce costs. C. Emard Sweeping to use two types of sweeping machines in each area, brush and vacuum. Staff was to contact Lt. Brown to discuss alternative methods for posting the area. However, staff has been unable to discuss this item before presentation to you. Additionally, cost for signs and installation have not been determined .
