Establish Street Sweeping Test Area

During budget discussions, concern related to the adequacy of the
current street sweeping contracts was discussed. Council approved of
Councilman Harper meeting with staff and the sweeping contractor,
"Emard Power Sweeping," to discuss methods to improve the street
sweeping service.
On July 12, 1988, Councilman Harper and staff met with Emard Sweeping.
Several suggestions came out of the meeting which are attached in
Councilman Harper's memorandum dated July 13, 1988.
At the July 13, 1988, Council meeting, Council reviewed and discussed
suggestions presented by Councilman Harper. Council directed staff to
prepare a report for establishing a test area for street sweeping.
DISCUSSION:
Staff is proposing the establishment of a test area, as outlined by
Councilman Harper. The test area proposed is the residential area
bounded by Dorothy Avenue to the north; Mi 11 ard Street to the west;
Sherman Avenue to the south; and Harry Street to the east.
All streets in the test area would be posted to prevent cars parking at
the designated time of sweeping: Mondays between 12:00 noon and 4:00
p.m.
Emard Sweeping will utilize two types of sweepers in the test area;
vacuum and brush.

According to the Sheriff's Department, to enforce the posted area,
signs need to be placed every 250 feet on all streets of the test
area. Total number of signs required are forty-six (46).
Costs for signs and installation are:
1. Signs -46@ $11.07 each, including tax $ 540.00
$1,380.00
$ 350.00
2. Posts and hardware -46@ $30 each
3. Labor for installation
TOTAL COST: $2,270.00

Subject: Street Sweeping Services
Date: July 13, 1988
Yesterday (7-12-88) Phil Newhouse and I met with the owners of Emard Power
Sweeping to discuss methods by which the street sweeping service in Moorpark could
be improved. Several suggestions came out of the meeting:
1. That the City attempt to minimize on-street parking on the days that sweeping
occurs. (Schedule attached) Emard personnel will inform the City's code
enforcement officer of any vehicles that are "permanently parked" within the
right of way.
2. That the brush and vacuum sweeper both be utilized on an alternating
schedule to better remove a wider range of debris-types.
3. That the City start a capital improvement program to install hardscape
improvements in those areas of the City that are lacking such improvements.
Installation of curb, gutter, driveway approaches and sidewalks should
significantly decrease the volume of dirt and'g(avel that sloughs-off into the
right of way. '.
4. That a posted No-Parking (specified time and day of the week) be established
on a trial basis in one area of the City, in order to determine whether this will
_ significantly improve the street sweeping effort. Th~ residential area bounded
by Sherman Avenue/Dorothy Avenue/Millard Street /Harry Street was
discussed as a good test site due to the high number of vehicles parked
on-street, which regularly impede the street sweeping effort.
5. The potential for a longer term contract with Emard was also discussed. With a
contract of three years or longer, Emard could be required to purchase
additional equipment which may result in improved service. City staff is still
investigating the types of street sweeping equipment available and the
relative benefits of each type.
My recommendation to the City Council is that we schedule a discussion of street
sweeping services for a future agenda item. Currently our contract with Emard for FY
1988-89 has not been approved. If we want to delay approval of the contract until after
our discussion, then the item should be agendized ASAP.
