Genovese, Administrative Assistant T)A T E : October 30, 1986 SLJI3JEC7P : Boys & Girls Club BACKGROUND: Attached is a letter received at the City offices regarding space at the northwest corner of the Moorpark Community Center Park. Expressed in the letter is the desire of the Moorpark Boys and Girls Club to acquire the northwest corner of the Moorpark Community Center Park. Further, as mentioned in the letter, the City Council has previously committed this area to the Historical Society. The Historical Society has been investigating the possible use of the Southern California Edison Building located at the corner of Gabbert Road and Los Angeles Avenue. This investigation has lead to the application for the lease of the above mentioned property however, the actual final terms of that lease and the acceptance of the lease has not been finalized by Southern California Edison. In speaking with Mr. Robings, Area Manager of Southern California Edison, the application is in process of approval, but date of the finalization of terms and acceptance (should it be approved) is not known. Staff, in realizing concerns of both parties involved with the possible use of the property and the status of the Historical Society's application for the lease of the Southern California Edison building, is requesting the Council to direct staff to meet with the appropriate representatives of both the" Historical Society and the Boys and Girls Club to discuss the issues. Further, staff will continue its communication with Mr. Robings to obtain a more accurate date on the possible finalization of the application by the Historical Society for the lease of the 799 Moorpark Avenue Moorpark, California 93021 (AnS1 S2q-6Rf 4 The Honorable City. Council November 26, 1986 page 2 To date, the City has arranged a meeting with all concerned repre- sentatives on two occasions; however, neither meeting was held due to cancellations by the parties involved. Although another meeting has been arranged, the analysis and conclusions for report purposes may not be available for the December 1, 1986 City Council Meeting. Staff is therefore requesting that this item be deferred to the December 15, 1986 City Council Meeting. RECOMMENDATION: 1 . To direct staff to proceed with further correspondence with Southern California Edison, Historical Society and the Moorpark Boys and Girls Club. 2 . To report the findings and results of the meetings and research to the City Council at the regularly scheduled December 15, 1986 City Council Meeting. Stanley L. Bowers of a permanent site is now our number one concern. 2nd Vice President Operating from temporary sites will suffice initially, Richard T.Cameron however, a permanent site is an objective that must be Secretary achieved very soon. Jeffrey C. Hass Treasurer Our Site Selection Committee has surveyed numerous Board of Directors possible locations in the community and, balancing Robert E.Coughlon, Esq. location availability and financial concerns, is Frank J. DePasquale recommending the site north of the Community Center Oscar L. Fuller currently "committed" to the Historical Society as the D. James Keenan best possibility for the Boys and Girls Club. William J. McMahon John W. Newton While we understand that the "commitment" to the Mary M.Quirk Historical Society for this site is not a contractual Michael R. Slater commitment, we understand the city' s interest in FrankJ Szabo assisting the Historical Society in their efforts to Philip H. Vein find a permanent home. We further understand the JamesD. Weak Historical Society ' s difficulties in obtaining the Teresa A.Williams property they are currently seeking from the Edison John W.Wood.0.0. Company, and their difficulties in getting a firm Leta Yancy-Sutton commitment from Edison on both building and land. At this time, the Boys and Girls Club wants to press forward and ask the city for a decision with regard to the site in which we are interested. We do not feel that it is in the best interests of the community of Moorpark to have the site "committed" to an organiza- tion who, for any reason , is not able to move forward and utilize it in a fashion that will benefit the community in the short term. For this reason, we are asking that the city communicate with the Historical Society Board of Directors and obtain a firm commitment as to their intentions with regard to the subject site.
