Wall , City Clerk DATE : April 15, 1987 SUBJECT : Year of the Reader Proclamation Councilmember Galloway requested that the City proclaim 1987 as the "Year of the Reader" in the City of Moorpark in a cooperative effort with the Moorpark Library to promote the importance of reading. In your audience tonight are representatives from the Moorpark Friends of the Library to accept this proclamation. RECOMMENDED ACTION: Approve the proclamation for presentation. MOORPARK, CALIFORNIA City Council Meeting of S-/5198_2 ACTION:14 pO.+cfl By 72i 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 A PROCLAMATION OF THE CITY OF MOORPARK PROCLAIMING 1987 AS THE " YEAR OF THE READER " WHEREAS , the ability to read and write provides knowledge, pleasure and fulfillment essential to success and accomplishment in every field of endeavor; and WHEREAS , a literate, informed society is the cornerstone our democratic nation depends on as it celebrates the bicentennial of the Constitution in 1987; and WHEREAS , the gift of reading is a gift of a fuller future for any adult or child; WHEREAS , recent reports have revealed the existence of an alarming number of people who are not able or motivated to read; and WHEREAS , according to the Coalition for Literacy, one out of five American adults cannot read the word "America"; and WHEREAS , more than 2.5 million adults in California are functionally illiterate and therefore unable to read or write at a level necessary to meet the needs of their daily lives; and WHEREAS , the Public Library, local educational programs and community groups are responding to the challenge of assisting adults in learning to read; NOW , THEREFORE , BE IT RESOLVED , that the City Council of the City of Moorpark hereby proclaims 1987 as the "Year of the Reader" in Moorpark and encourages parents, teachers, librarians, government officials and citizens of Moorpark to observe this year with appropriate programs, and activities, aimed at rediscovering the pleasure and value of reading in their daily lives.
