S U B J E C T : REQUEST FOR FEE WAIVER - HISTORICAL SOCIETY
BACKGROUND
At the January 21 , 1987 City Council meeting, Mr . Schwabauer,
representing the Moorpark Historical Society, requested that the
City Council waive the required processing fees for a Conditional
Use Permit ($1, 400) to assist the Society in occupying the Edison
substation building at the northwest corner of Gabbert Road and
Los Angeles Avenue.
Mr. Schwabauer at the above meeting indicated that the Historical
Society had signed an agreement with Southern California Edison
Company to occupy the site, subject to receiving the City' s approval .
To the best of staff' s knowledge the City has not waived any
development processing fees but has waived minor permit processing
and application fees for various non-profit organizations . Although
the Historical society is also a non-profit organization, it
should be made clear that any waiver of fees is not to be considered
the norm. The precedent aspects of fee waivers may place the
City into an awkward future situation if this is not clearly addressed
by the Council during their discussions of the merit of this request.
The Historical Society does provide the Community with a collective
resource of background knowledge regarding the social and physical
changes which has occurred over time. Staff is supportative of
any measures by which this resource can remain a viable organization
within the Community.

RECOMMENDATION
Consider waiving the Conditional Use Permit processing fee of
$1, 400 . 00 for the Moorpark Historical Society.
Should the Council waive the processing fee, it is suggested that
consideration be given for the Historical Society to pay for out
of pocket City expenses such as mailing and notice requirement .
