Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public
Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each

B. Consider Resolution Updating the Citywide Schedule of Fees and Service
Charges including Development Impact Fees, and Rescinding Resolution No.

testimony. and close the public hearing; and 2) Adopt Resolution No. 2025-
updating Schedule of Fees and Service Charges, and rescinding

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Resolution of Intention to Establish Community Facilities District No.
2025-1 (Citywide Maintenance CFD), Including a Future Annexation Area and
Initial Tax Zone No. 1 and Setting a Public Hearing for May 21, 2025, for
Formation of CFD 2025-1. Staff Recommendation: 1) Accept the Petition,
Consent, and Waiver from the landowner requesting the formation of a
Community Facilities District ("CFD") to fund certain municipal services: and
2) Adopt Resolution No. 2025- , Declaring Intention to Establish Community
Facilities District No. 2025-1 (Citywide Maintenance CFD). including the
designation of a Future Annexation Area and establishment of initial Tax Zone
No. 1 (Beltramo Ranch Development). and to authorize the levy of a special
tax to fund certain services; and 3) Set a public hearing for May 21, 2025, at
6:30 p.m.. in the City Council Chambers, to consider the formation of the CFD,
designation of the Future Annexation Area. and the levy of the special tax: and
4) Direct the City Clerk to publish a notice of public hearing regarding the
formation of the CFD in accordance with Government Code Section 53322.

F. Consider Resolution for the Approval of Final Tract Map No. 6061 (Beltramo
Ranch) and Making a Determination of Exemption Pursuant to the California
Environmental Quality Act in Connection Therewith, on the Application of KB
Home Greater Los Angeles Inc. Staff Recommendation: 1) Adopt Resolution
No. 2025- approving Final Tract Map No. 6061; and 2) Authorize the
Mayor and City Clerk to sign Final Tract Map No. 6061; and 3) Direct the City
Clerk to record Final Tract Map No. 6061 with the Ventura County Recorder's

G. Consider Amendment No. 1 Exercising a One Year Extension between the
City of Moorpark and the County of Ventura and Service Level Request Form
for Animal Services for Fiscal Year 2025/26. Staff Recommendation:
1) Approve Amendment No. 1 with Ventura County Animal Services
Agreement, subject to final language approval of the City Manager and City
Attorney and authorize the City Manager to sign the Agreement; and
2) Authorize the City Manager to sign the Service Level Request forms. (Staff:

H. Consider Amendment No. 3 to Agreement with the City of Thousand Oaks for
Moorpark Fixed Route Transit Operations; Consider Amendment No. 2 to
Fixed Route Transit Preventive Maintenance Agreement; Consider
Amendment No. 3 to Moorpark Local Dial-A-Ride Services Agreement; and
Consider Amendment No. 5 to East County Transit Alliance (ECTA) Fiscal
Agent Agreement for InterCity Dial-A-Ride Services. Staff Recommendation:
1) Authorize the Mayor and City Manager to sign Amendment No. 3 to Fixed
Route Transit Operations Agreement with the City of Thousand Oaks subject
to final language approval of the City Manager; and 2) Authorize the Mayor
and City Manager to sign Amendment No. 2 to the Fixed Route Transit
Preventative Maintenance Agreement subject to final language approval by
the City Manager; and 3) Authorize the Mayor and City Manager to sign
Amendment No. 3 to the Moorpark Local Dial-A-Ride Agreement subject to
final language approval by the City Manager; and 4) Authorize the Mayor and
City Manager to sign Amendment No. 5 to East County Transit Alliance Fiscal

Consider Amendment No. 3 to Agreement with LPA, Inc. for Additional Dry
Utility and Easement Preparation Services for the New Moorpark City Library.
Staff Recommendation: Approve Amendment No. 3 to Agreement with LPA,
Inc. for additional dry utility easement preparation services for the New
Moorpark City Library, and authorize the City Manager to execute the
Amendment, subject to final language approval of the City Manager. (Staff:

11. ORDINANCES:
A. Consider Ordinance No. 527 Amending Chapter 12.04 (Encroachments) of
Title 12 (Streets, Sidewalks and Public Places) of the Moorpark Municipal
Code to Establish Specific Standards for the Placement of Fiber Optic Cable
Systems and Associated Appurtenances by Internet Service Providers in the
Public Right-of-Way, Establishing Microtrenchinq Standards as required by
Government Code Section 65964.5, and Making a Finding of Exemption
Under CEQA. Staff Recommendation: Waive full reading, declare Ordinance
No. 527 read for the second time and adopted as read. (Staff: Brian Chong,
