Moorpark Community Center 799 Moorpark Avenue
A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on November 4, 2024, at the Moorpark Community Center located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Chair Winters called the meeting to order at 6:32 p.m.
2. PLEDGE OF ALLEGIANCE:
Andres Pena, Information Systems Technician II, led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Estrella, Morgan, Vice Chair Lousen and Chair Winters.
Absent: Commissioner Flame.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director; Stephanie
Anderson, Recreation Services Manager; and Kimberly Sexton; Administrative Specialist.

None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:

None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
Vice Chair Lousen announced that he attended the Haunted High Street event October
31, 2024.
Commissioner Morgan announced that he attended the Special Parks and Recreation
Commission meeting on October 19, 2024.
Chair Winters announced that he attended the Special Parks and Recreation Commission
meeting on October 19, 2024.

Chair Winters announced upcoming recreation programs and events including a Cupcake
Challenge on Friday, November 8, 2024, Open Registration for Winter Recreation
Classes on November 12, 2024, and Open Registration on November 12, 2024, for the
Breakfast with Santa event on December 14 and 15, 2024.
7. PRESENTATIONS/ACTION/DISCUSSION:
A. Consider Presentation from Teen Council. Staff Recommendation: Receive
verbal presentation.
Mr. Laurentowski provided an overview of the Teen Council and Teen Council Ad
Hoc Committees.
Dylan Montelibano, Teen Council Member, spoke about the Event Planning Ad
Hoc Committee and their goal to reorganize the Teen After Dark event.
Allison Jimenez, Teen Council Member, spoke about the Social Issues Ad Hoc
Committee and their focus on teen drug abuse and mental health.
Abe Jeong, Teen Council Member, spoke about the Government Relations Ad Hoc
Committee and their goals to communicate Teen Council objectives to the City
Council and to organize government related programs for teens in the community.
Abe Jeong, Teen Council Member, spoke about the Communication Ad Hoc
Committee and their goal to advertise events and programs on behalf of the Teen
Council and Ad Hoc Committees.
There were no speakers.
CONSENSUS: Received verbal presentation.
B. Consider Recreation Programs Cost Recovery Summary for Fiscal Year
2023/2024. Staff Recommendation: Provide feedback on the Cost Recovery
Report and direct staff to present the report to City Council.
Ms. Anderson gave the report.
There were no speakers.
Chair Winters commended staff on the cost recovery numbers listed on page 6 of
the report.
The Commission and staff discussed future programs including corn hole and
concerts.
MOTION: Commissioner Morgan moved and Vice Chair Lousen seconded a motion to
direct staff to present the report to City Council. The motion carried by voice vote, 4-0,
Commissioner Flame absent.

8. CONSENT CALENDAR:
MOTION: Commissioner Estrella moved and Commissioner Morgan seconded a motion to
approve the Consent Calendar. The motion carried by voice vote, 4-0, Commissioner Flame
absent.
A. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
September 3, 2024. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Commissioner Winters adjourned the meeting at 7:07 p.m.
