SUBJECT: Consider the Transfer of Funds to the County of Ventura General
Services Agency to Assist in the Replacement of a Police Traffic
Enforcement Motorcycle for the City of Moorpark
BACKGROUND
In 2022, the Ventura County Sheriff’s Office (VCSO) obtained a grant from the California
Office of Traffic Safety. A portion of the grant allowed VCSO to purchase a police traffic
enforcement motorcycle for use in the City of Moorpark (City). The grant funds were used
for the purchase of a police traffic enforcement motorcycle which was assigned for
exclusive use in the City of Moorpark. On August 16, 2023, a traffic collision occurred
involving the motorcycle which was subsequently declared a total loss by the insurance
company. The County of Ventura General Services Agency (GSA) subsequently
received an insurance settlement payment for the motorcycle in the amount of $22,343.
Regulations associated with the grant require the insurance proceeds to be used for the
same or similar purpose as the original grant designated.
Prior to the August 2023 traffic collision that damaged the police traffic enforcement
motorcycle, the Police Department had two motorcycle officers assigned to traffic
enforcement duties. Since the accident, VCSO has had one traffic enforcement
motorcycle officer and one traffic enforcement officer in a Chevrolet Tahoe patrol vehicle.
For purposes of traffic enforcement, it is widely recognized that the motorcycle is the most
versatile and efficient mode of transportation in any city where there is a high volume of
traffic. Moorpark experiences very high volumes of traffic during peak hours due to State
Routes 23 and 118 intersecting within the City, and it is more efficient for motorcycle
officers to traverse traffic than for officers in full-size patrol vehicles. The replacement of
the police traffic enforcement motorcycle would allow the officer to transition from the
Chevrolet Tahoe patrol vehicle to a motorcycle and would significantly improve their ability
to more efficiently navigate traffic while enforcing traffic laws and responding to
emergency situations.

DISCUSSION
BMW police traffic enforcement motorcycles are widely used by police agencies
nationwide. Within the VCSO, BMW traffic enforcement motorcycles are the only police
motorcycle used. In the past, the Police Department utilized a combination of Harley
Davidson and BMW police motorcycles for traffic enforcement. Both manufacturers offer
varied benefits for riders, but the BMW motorcycle offers a more lightweight,
maneuverable, comfortable motorcycle with superior service longevity, that is better
suited for traffic enforcement than the heavier and less maneuverable Harley Davidson
motorcycle. It is common practice for contract cities to purchase their own police traffic
enforcement motorcycles for exclusive use within that city’s jurisdiction. The cost of a
new BMW police traffic enforcement motorcycle is $36,100.
Pursuant to the regulations associated to the Office of Traffic Safety grant, GSA has
agreed to apply the insurance proceeds received from the damaged police motorcycle
towards the purchase of a new BMW police traffic enforcement motorcycle for use by the
City. However, additional City funding of $13,757 is required to cover the difference
between the insurance proceeds and the cost of the new motorcycle. In this instance,
GSA will purchase the police traffic enforcement motorcycle and it will be part of their
fleet, however, the motorcycle will be assigned exclusively to the City of Moorpark as a
police traffic enforcement motorcycle. The City will be responsible for maintenance and
fuel costs associated with the use of the motorcycle and GSA will retain possession when
the motorcycle reaches its end of life.
The high volume of traffic within the City places traffic safety and the orderly flow of traffic
within and through the City as a high priority for the Police Department and the City’s
residents. With this in mind, there is a need and a significant benefit for the City to
participate in the funding to replace the damaged police traffic enforcement motorcycle
with a new BMW police motorcycle.
FISCAL IMPACT
The adopted FY 2024/25 budget for the Public Safety division has sufficient funds to cover
the $13,757 needed towards GSA’s purchase of a new BMW police traffic enforcement
motorcycle. As the maintenance and fuel costs associated with the use of the police
motorcycle are already included in the adopted budget, no additional appropriations are
required.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA guidelines.
Therefore, no environmental review is required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, AUTHORIZING FUND
ALLOCATION FOR THE PURCHASE OF A MOTORCYCLE
BY VENTURA COUNTY SHERIFF’S OFFICE FOR USE IN
CITY OF MOORPARK POLICE TRAFFIC ENFORCEMENT
WHEREAS, in 2022, the Ventura County Sheriff’s Office (VCSO) purchased a
police traffic enforcement motorcycle for use in the City of Moorpark using a grant from
the California Office of Traffic Safety; and
WHEREAS, in August 2023, the motorcycle was involved in a traffic collision and
declared a total loss, and the Ventura County General Services Agency received an
insurance settlement payment in the amount of $22,343; and
WHEREAS, the City is in need of a replacement motorcycle; and
WHEREAS, the City Council is being requested to authorize funding of $13,757
towards the purchase of a police motorcycle by the Ventura County General Services
Agency’s Fleet Operation Department.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. Authorizes funding for the Ventura County General Services Agency
to purchase a motorcycle for City of Moorpark traffic enforcement.
SECTION 2. Designate the City Manager or his designee as the authorized signer
for the fund transfer of $13,757.00 to purchase a motorcycle for City of Moorpark police
traffic enforcement.
SECTION 3. The City Clerk shall certify to the adoption of this resolution and shall
cause a certified resolution to be filed in the book of original resolutions.
