CFD 2025-1 (Citywide Maintenance)
CFD stands for “Community Facilities District”
A financing district granting local agencies authority to
finance a wide array of public facilities and services
Similar to a Landscaping and Lighting District (“LLD”)
Purpose of the CFD is to generally fund on-going park,
landscaping, and roadway maintenance, repair and
replacement, and associated costs
Condition of Project Approval
No impact on the City’s general fund; structured for
longevity
Future annexation area
Tax zones; unanimous approval process

About CFD Formation Process
1)Special tax analysis to determine rate and method of
apportionment (“RMA”) to fund the services in Tax Zone
No. 1 (Beltramo Ranch)
2)Formation proceedings consolidated to two Council
meetings
Landowner petitions City to form CFD
First Council Meeting – Accept petitions; adopt resolution of
intention
Landowner votes their ballot (1 vote per acre or portion thereof)
Second Council Meeting – Public hearing; resolution of formation;
resolution of calling for landowner election; announce results of
election; resolution declaring results; ordinance
CFD formation essentially completed

Description of Services
The types of services to be funded by the CFD ("Services") shall
include the annual operation and maintenance, including repair
and replacement of, parks, open space, wetlands, landscape
corridors, and other landscaped areas, storm drainage facilities,
roads, street lighting, pathways, trails, recreational facilities,
monument signage, decorative features, public artwork, and
associated infrastructure within the CFD, and any other
miscellaneous or incidental services identified by the District
necessary to provide the described Services herein including the
collection and accumulation of funds to pay for anticipated
Services, future repairs and replacements and cost shortfalls.
It is expected that the Services will be provided by the City,
either with its employees or by contract with third parties or any
combination thereof.
The Services to be funded by the CFD are in addition to those
provided in the territory of the CFD before the date of creation
of the CFD and will not supplant services already available within
that territory when the CFD is created.

Taxable Property $350 per Unit or Lot
Tax -Exempt Property $0
Funds park, landscaping, and roadway maintenance (4,374
sq. ft.) and annual administration. Includes 15%
contingency.
FY 2025-26 Maximum Special Tax Revenue (Tax Zone No. 1)
- $16,460
The maximum special tax shall be adjusted annually by Los
Angeles Area CPI, or 4 percent, whichever is greater.
