SUBJECT: Consider Resolution for the Approval of Final Tract Map No. 6061
(Beltramo Ranch) and Making a Determination of Exemption
Pursuant to the California Environmental Quality Act in Connection
Therewith, on the Application of KB Home Greater Los Angeles Inc.
BACKGROUND AND DISCUSSION
On July 20, 2022, the City Council adopted Resolution No. 2022-4117, approving
Vesting Tentative Tract Map No. 2021-01 and Residential Planned Development No.
2021-01, for the subdivision and development of 47 detached residential units, private
roads, community open space, and associated improvements on 7.4-acres located at
11930 Los Angeles Avenue (Beltramo Ranch Road). The Final Tract Map for this
project, Tract No. 6061, will subdivide the property into 10 common, lettered lots and 47
residential lots. The 10 common, lettered lots is an increase from eight in the Vesting
Tentative Tract Map. This change is a result from creating two separate lots for
Homeowners Association maintained areas (Lots H and I), as opposed to separate
easement areas on residential lots. The following table provides a summary of the
common, lettered lots, as depicted in the Final Tract Map.

The Final Map also dedicates easements to the City over Lots A, E, and G; and portion
of Lots B, C, D, and F; to provide public access, safety, health, and welfare.
City staff from both the Community Development and Public Works Departments
worked closely with the subdivider on the preparation and review of the Final Tract Map.
The County Surveyor’s Office performed the technical review of the Map and
determined it to be satisfactory for City approval, refer to Attachment 1. Standard and
Special Conditions of Approval were also reviewed to ensure compliance prior to the
approval of the Final Tract Map. The City Engineer is satisfied that the Final Tract Map
is technically accurate and in substantial conformance to the Vesting Tentative Tract
Map.
Staff recommends the City Council consider and adopt a Resolution (Attachment 2)
approving Final Tract Map No. 6061.
ENVIRONMENTAL DETERMINATION
In accordance with the City’s environmental review procedures adopted by Resolution
No. 2004-2224, the Community Development Director determines the level of review
necessary for a project to comply with the California Environmental Quality Act (CEQA).
Some projects may be exempt from review based upon a specific category listed in
CEQA. Other projects may be exempt under a general rule that environmental review is
not necessary where it can be determined that there would be no possibility of a
significant effect upon the environment. A project which does not qualify for an
exemption requires the preparation of an Initial Study to assess the level of potential
environmental impacts.
The Community Development Director has reviewed this Action and found it to be
exempt from environmental review in accordance with Section 15268(b)(3) of the CEQA
guidelines. Therefore, no further environmental review is required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
MOORPARK, CALIFORNIA, APPROVING FINAL TRACT
MAP NO. 6061 AND MAKING A DETERMINATION OF
EXEMPTION PURSUANT TO THE CALIFORNIA
ENVIRONMETNAL QUALITY ACT IN ASSOCIATION
THEREWITH, ON THE APPLICATION OF KB HOME
GREATER LOS ANGELES INC.
WHEREAS, on July 20, 2022, the City Council passed and adopted Resolution
No. 2022-4117, approving Vesting Tentative Tract Map No. 2021-01 and Residential
Planned Development No. 2021-01, for the subdivision and development of 47
detached residential units, private roads, community open space, and associated
improvements on 7.4-acres located at 11930 Los Angeles Avenue (Beltramo Ranch
Road); and
WHEREAS, Final Tract Map No. 6061 will subdivide the property into 10
common, lettered lots and 47 residential lots on 7.4-acres located at 11930 Los Angeles
Avenue; and
WHEREAS, the City Engineer/Public Works Director and Community
Development Director have reviewed the Conditions of Approval of Resolution No.
2022-4117, Vesting Tentative Tract Map No. 2021-01, proposed Final Tract Map, and
associated exhibits to ensure compliance prior to the approval and recordation of the
Final Tract Map; and
WHEREAS, the City Engineer/Public Works Director has determined that Final
Tract Map No. 6061 is in substantial conformance with approved Vesting Tentative
Tract Map No. 2021-01; and
WHEREAS, the Community Development Director has determined that this
action is exempt from the provisions of the California Environmental Quality Act
(CEQA), pursuant to Section 15268(b)(3) of the CEQA Guidelines.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council, based on its own independent analysis and
judgement, concurs with the Community Development Director’s determination that the
action is exempt from the requirements of CEQA, pursuant to Section 15268(b)(3) of the
CEQA Guidelines. Therefore, no further environmental analysis is required.
SECTION 2. The City Council hereby approves Final Tract Map No. 6061, as
depicted in Exhibit A.
SECTION 3. The City Council hereby authorizes the Mayor and City Clerk to
sign Final Tract Map No. 6061.

SECTION 4. The City Council hereby directs the City Clerk to record Final Tract
Map No. 6061 with the Ventura County Recorder’s Office.
SECTION 5. The City Clerk shall certify to the adoption of this resolution and
shall cause a certified resolution to be filed in the book of original resolutions.
