At the September 6, 1989 meeting, Council directed staff to
prepare a draft scope of work for a Traffic study of the
McDonald's site. This draft scope is attached for Council
review.
Once this scope is approved by

The City of Moorpark is requesting proposals from private consultants to
provide traffic analysis services which will evaluate the traffic impacts
of a proposed 5,000 square foot McDonalds restaurant (4,500 sq.ft. now with
500 sq.ft. future addition) with related retail/restaurant space uses on a
3. 86 acre site located at the northeast corner of Spring Road and Los
Angeles Avenue. This intersection is c urrently the most heavily traffic
impacted intersection in the City.
Because the proposed development would entail a General Plan Amendment, the
required traffic analysis will be comprehensive in nature, analyzing a
number of variables for different scenarios. Due to the uncertainty of
future conditions, a thorough analysis of many different combinations of
variables is deemed necessary.
The following are the major interests the City has regarding this proposal:
1. The central focus of this traffic ev a luation is to determine impacts
of this proposed project to the adjacent intersection and surrounding
area plus an identification of deta i led mitigation measures to reduce
or eliminate the impacts.
2. To provide a comprehensive picture of existing, cumulative and
ultimate traffic impacts to the City c aused by this project.
3. To graphically illustrate all analysis and proposals for resolution.
4. To recommend and develop specific objectives, programs or standards
that this project must use to eliminate its impacts and cause the
adjacent intersection to better it 's forecasted Level of Service.
Scope of Work Will Include
1 . A complete traffic analysis that conforms to the City's Traffic Study
Guidelines and as further detailed in the following.

2. An analysis of the entire 3. 86 acre site based upon a 5,000 sq. ft.
McDonalds fast food restaurant with drive thru lane, with and without
a 34,000 sq.ft . of retail/restaurant space (28,000 sq.ft. retail and
6,000 sq .ft. additional restaurant). Th e analysis of the 5,000 sq.ft.
fast food restaurant shall be with use of the highest range of rates
per 1,000 sq.ft. gross floor area; we e kday, Saturday and Sunday (a.m.
and p.m. peaks).
3. Trip generation factors shall be obtained from the 1988 ITE
publication entitled Transportation and Land Development or its latest
edition.
4. Traffic generation factors for the fast food restaurant shall be based
on both 10 and 25 percent by-pass fa c to r s for weekday, Saturday and
Sunday.
5. Identify project impacts to the follow i ng intersection estimated level
of service for each of the follow i ng scenarios: a.) existing, b.)
cumulative and c.) ultimate.

b. Los Angeles Avenue and Moorpark Avenue
c. Los Angeles Avenue and Liberty Bell Road
d. Los Angeles Avenue and Maureen Lane
e. Los Angeles Avenue and Gabbert/Tierra Rejada Roads
f. New Los Angeles Avenue and Science Drive
g. New Los Angeles Avenue and future freeway on/off ramps.
h. Spring Road and Peach Hill Road
i. Spring Road and Tierra Rejada Road
j. Spring Road/High Street/Los Angeles Avenue
6. Identify the potential impacts of the 118/23 freeway connection, as
quantified by street and intersection levels of service. It is
anticipated that the primary scenar io wi ll be general plan build-out
if the Carlsberg Specific Plan a nd general plan amendments are
approved, with a second scenar i o based on a ll development preceding
the freeway connection.
7. Recommended right-of-way and numb e r o f lanes required (including
parking) and street section recomm endat i ons (with graphics) for Spring
Road and Los Angeles Avenue which will b r ing the level of service to
each of the following LOS; "c", "D" and "E" for a.m. and p.m. peaks.
8. Provide an analysis of the effects of the extension of New Los Angeles
Avenue to Collins Drive as it would r el at e to the subject site.
9. Provide an analysis of project impacts on at least two other sites in
the City, one of which must be a mid-block site. The City to select
sites.
10. Provide an analysis of the subject site as if built with permitted
multi-family apartments at 15 u . p .a. a nd with a 25% density bonus at
18 u.p.a.

All evaluations shall include both the a .m. and p .m. peak periods.
Provide an analysis regarding vehicle access points to the subject
site. Analysis shall consider shared access with adjacent property.
Several scenarios shall be included along with evaluation of
advantages/disadvantages. Provide graph i cs for all scenarios.
