Richards, Director of Community Development DATE: January 24, 1989 (CC Meeting of 2-1-89) SUBJECT: Costs Related to Processing Latunski and Clement General Plan Amendment and Zone Change Applications (GPA's 88-lA&lB/ZC's 88-2A.&2B) Discussion At the City Council's meeting of January 18, 1989, staff was requested to prepare an estimate of the costs associated with the processing of the Latunski/Clement General Plan amendment and zone change applications. Following is an estimate of the costs to date. Staff Time (as of 1/20/89) 50 hours --Associate Planner 5 hours --Planning Technician 3 hours --Clerical 2 hours --Director of Community Development Wi l ldCan Traffic Report Latunski--$1,000 Clement--$6,000 Willdan Staff Review Latunski--$567.50 Clement--$563.75 (Calculated. at 25 percent of th(,! adopted fee amount) 99 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Signs for Public Noticing Latunski--$300-$400 Clement--$150-200 (Two signs would need to property --one on his lot be posted for Mr. Latunski's and one along Casey Road.) The initial application fees, which were waived for the Latunski and Clement General Plan amendment and zone change proposals, would have been calculated at $2,270 for the Latunski property and, $2,255 for the Clement property. Also, it is important to note that the City's fee ordinance states that for General Plan amendments, the final cost of processing will be computed upon actual time expended based upon the hourly rates established to cover all costs. The total application fee amounts, therefore, could have been substantially greater than the initial fees estimated above. The Associate Planner's time as of January 20, 1989 has already cost the City approximately $1250 (calculated at approximately $25 per hour). Based on the discussion at the City Council's January 18, 1989, meeting, the Council may wish to consider having Mr. Latunski and Mrs. Clement pay the Willdan processing fee, the Traffic Study cost, and the sign construction and installation costs as identified above.
