Richards, Director of Community Development DATE: January 24, 1992 (for CC meeting of January 29, 1992) QI� SUBJECT: General Plan Update Land Use and Circulation Elements, ((ff Sphere of Influence Expansion Study, and EIR On January 22, 1992, the City Council conducted a public hearing to consider the Update to the Land Use and Circulation Elements, EIR, and Sphere of Influence Expansion Study. At the January 22, 1992 City Council meeting, the Council directed staff to clarify the following issues: I. Research 1. Review equestrian access to Happy Camp Regional Park from the JBR development site. Based upon an evaluation of aerial photographs as well as the site plan submitted by JBR Development Company, the undeveloped JBR site appears to have workable access points to the Happy Camp Regional Park. It is recommended that at time of JBR site development, consideration be given to site design that allow access from the developed site to the Happy Camp Regional Park. 2 . Why is the land use and zone change occurring on the properties south of Unidos and Majestic Court? Development of high density housing that is affordable may add to . the development of the Downtown area. Additionally, housing of this type will be in close proximity to good and services as well as the Commuter Rail facility. The subject properties are shown on the City's Housing Element as potential affordable housing sites (See Figure 2, page 87) . The City's required need for affordable housing to meet the needs of very low and low income households, is 959 dwelling units. Location of equestrian and bike trails referenced by Mr. Hartley. Page 18 of the Equestrian Facility Plan (Land Use and Circulation Element) bullet item number 4 should be re- written to read: Equestrian trails and hiking trails are considered compatible with bike paths where trails are wide enough to accommodate bikes. 4 . Discussion of Mr. Guny's property East of The Levy Company's site and West of Walnut Canyon and North of the Moorpark Unified School District Site 89-1(H) . Discussion of requested land use change. Mr. Guny's requested land use change was not analyzed within the existing EIR. As the Environmental Impact Report is required to analyze impacts associated with land use changes, if the Council was to approve Mr. Guny's request, the EIR would have to be modified to include some discussion of land use impacts associated with the change in land use zoning. 5 . Uncocal's land use prior to the City's incorporation As of 1-24-92, staff is still researching this issue. An answer will be provided at the 1-29-92 Council meeting. II. Suggested Items for Discussion: Below is a suggested agenda for the January 29, 1992 City Council meeting. 1. PUBLIC TESTIMONY: Continue receiving public comment on the EIR, Land Use and Circulation Elements Update, and Sphere of Influence Expansion Study. 2. SHOULD TIME PERMIT REVIEW REVISED LAND USE AND CIRCULATION ELEMENTS (attachment 6a and 6b of 1-22-92 staff report) Staff has amended and modified the Land use and Circulation Elements of the Updated document. Revisions can be found throughout the document. To delineate staff's recommended wording, staff has used the strike out method (line through The Honorable City Council January 24, 1992 Page 3 existing wording) to modify existing language within the document and replaced it with staff's recommended language, which are delineated by the shaded areas . Suggested new policies are bolded. 3 . BEGIN TO CONSIDER SPHERE EXPANSION STUDY It is suggested that the Council begin to consider the Sphere Expansion Study and consider what modifications to existing proposals would be appropriate. III. Changes in Land Use: Comparisons in the land use totals for the existing and proposed General Plan show that (see Attachment 1) : Residential Findings As presently proposed, if the Updated General Plan is adopted: 1. Residential dwelling units within the City will increase by 57% 2 . Residential land use within the Sphere of Influence Area will increase by 2,676% Commercial Findings As presently proposed, if the Updated General Plan is adopted: 1. Commercial uses within the City will increase by 51% 2 . Commercial uses within the Sphere of Influence Area will increase by 9 times than that which currently exists (0 acres) . Industrial Findings As presently proposed, if the Updated General Plan is adopted: 1. Industrial uses within the City will increase by 18% No industrial land use is proposed for the Sphere of Influence Area Attachment: 1.
