SUBJECT: CONSIDER AUTHORIZING CITY COUNCIL COMMUNITY DEVELOPMENT
COMMITTEE TO MEET WITH ALL SPECIFIC PLAN NO. B (HIDDEN
CREEK RANCH SPECIFIC PLAN) PROPERTY OWNERS TO DISCUSS
RESIDENTIAL DENSITY, CIRCULATION, PHASING, AND RELATED
ISSUES
Background
As the City Council is aware, since January, 1996, the Planning
Commission has been holding public hearings for the proposed Hidden
Creek Ranch Specific Plan Project. Hidden Creek Ranch Partners
(also known as Messenger Investment Company) is the applicant and
has control over approximately 93 percent (3,800 acres) of the
total site acreage (4,322.56 acres); however, there are eight other
ownerships in the western portion of the site. Until circulation
of the Draft Environmental Impact Report and Draft Specific Plan,
there was no real involvement of the other property owners in the
Specific Plan process. As discussed below, staff is requesting
authorization to initiate this involvement.
Discussion
In the draft Specific Plan, the eight parcels, not owned or
controlled by Hidden Creek Ranch Partners, have been allocated a
minimum density based upon the maximum General Plan density of
2,400 dwelling units divided by the total Specific Plan acreage of
4,322.58. This converts to .56 dwelling units per acre. Several
of the other property owners have requested a higher density
consideration. There have also been comments that the phasing
proposed by Hidden Creek Ranch Partners (from east to west) would
prohibit westerly property owners from developing until last, and
that second access options have not been fully addressed.

Staff is proposing that the Community Development Committee
initiate discussions with all Specific Plan property owners to
attempt to resolve concerns and reach an equitable solution
regarding density, circulation, phasing, and related issues.
Staff Recommendation
Authorize the Community Development Committee to meet with all
Specific Plan No. 8 property owners to facilitate resolution of
issues and to report back to the City Council with recommendations.
