Background On October 24, 1990, the City Council adopted the Carlsberg Specific Plan Text dated October, 1990. Carlsberg Financial Corporation filed an application on June 5, 1992 in order to amend the Carlsberg Sp�cific Plan and preparation of a Supplemental Environmental Impact Report. The apriicant wishes to increase the originally allowed residential units from 405 to 552, to reduce landscape requirements and to make other changes-to the Carlsberg Specific Plan. Description of the Proposed Project The proposed amendment would modify, in some cases, the types of uses approved for the project site, the density and/or configuration of those uses throughout the site. A statistical summary of the amended plan follows. As shown, the proposed land use amendments would reduce the area of the development from 497 acres to 482.9 acres; would increase the number of housing units to 552 and would increase the developable square footage of non­residential uses (business park, neighborhood retail uses, etc.) from approximately 818,145 square feet to 1,387,495 square feet. The Business Park (BP/SR/C) area increased from 25 to 27 acres. In addition, the applicant is proposing other changes to the Carlsberg Specific Planning Text such as reducing the amount of required landscaping. For the Council's information and review, staff has attached each of the Planning Commission staff reports regarding this matter. At the Planning Commission meeting of September 7, 1993, the Planning Commission closed the public hearing and adopted Resolution No. PC-93-284 making the following recommendations to the City Council: 1.That the Environmental Impact Report be certified asbeing complete and adequate.
