GILLESPIE Chief of Police Development~ At the October 18, 1989 City Council meeting, a presentation was made by the Ventura County Environmental Coalition for the purpose of having the City of Moorpark support a Greenbelt Agreement for the Las Posas Valley. At that meeting staff was directed to contact the City of Camarillo and County Planning staff to meet and discuss the proposal by the Environmental Coalition and report back to the Council. Discussion Staff met with the Camarillo Planning Director and discussed the Environmental Coalition's proposal. At the time of discussion the Camarillo City Council had not taken any action to support or reject the idea. It had been referred to a committee. Generally, the City of Camarillo had a concern with having the greenbelt boundary immediately adjacent to their city boundary. Another meeting was held with representntives from LAFCO, Ventura County Planning, Supervisor Dougherty's officP, Camarillo Planning Staff end the City of Moorpark Planning staff on November 15, 1989. At that meeting most of the discussion took place regarding when~ the boundary line should be drawn. LAFCO did provide a draft joint resolution. but it was not discussed in any detail. The result of the meeting was that County Planning would prepare a l11rg€• scale discussion map for use at future meetings. The map would be adjnsted to meet the .intent of both the staffs Camarillo and Moorpark not to have the greenbelt immediately adjacent to city boundaries. Dear Mayor Brown & Councilmembers, RE: Proposed Greenbelt Agreement for Las Posas Valle J A enda item O 18 8 . Attached is a small-scale owing the.proposed greenbelt boundary. (Cities of Moorpark & Camarillo are approximately drawn.) We also have a map of much larger scale for your viewing. Also attached is an excerpt from our County General Plan giving the purpose of greenbelts, a list of those in place & a list of those recommended for study. Las Posas is recommended for study. The "Beyond the year 2000" committee, in their recent report to the Board of Supervisors, also recommended study of this greenbelt. The greenbelt agreement, as mapped, would require three signatures - the Cities of Moorpark & Camarillo and the County of Ventura. We believe a greenbelt agreement in Las Posas is necessary at this time to discourage the repeat applications for General Plan Amendments to urbanize pockets of land. There are numerous newly planted orchards in Las Posas and this proposed agreement would underscore the County's policy of protecting viable agriculture. It would also strenghen the Guidelines for Orderly Development. The proposal to urbanize the Ahmanson & Jordan ranches in the S.E. corner of this county gives rise to concern. If allowed to proceed, -these communities along with the existing community of Oak Park could eventually become a new city; setting a precedent for develop- ing new cities in large open areas such as Las Posas. Back in the 6o•s Kaiser Aetna proposed a large development in Las Posas and the idea was rejected as inappropriate. We feel strongly that development in Las Posas Valley is still inappropriate; especially when areas with poorer soil are available. WE REQUEST that you endorse the concept of greenbelts and direct your staff to pursue this proposed Greenbelt Agreement with the planning staffs of City of Camarillo & County of Ventura.& LAFCO. Programs Greenbelt Agreements: In order to maintain the integrity of separate, distinct cities and to prevent inappropriately placed development between city boundaries, some cities and the County have entered into joint greenbelt agreements. These agreements protect open space and agricultural lands and reassure property owners located within these areas that land will not be prematurely converted to uses which are incompatible with agriculture. In addition, the greenbelt agreements reinforce the County Guidelines for Orderly Development. Traditionally, agreements have been executed as joint or co-adopted resolutions by mutually interested cities and, in cases where the County is a party to it, by the Board of Supervisors and the Local Agency Formation Commission (LAFCO). To date, the following greenbelt agreements have been adopted: 0 0 0 0 0 Between Cities of Ventura and Santa Paula; Between Cities of Santa Paula and Fillmore; Between Cities of Oxnard and Camarillo and the County; Between the City of Camarillo and the County in the Santa Rosa Valley; and Between the Cities of Moorpark, Simi Valley, and Thousand Oaks and the County in the Tierra Rejada Valley.
