MEMORANDUM
TO: The Honorable City Council
FROM: Patrick J. Richards, Director of Community Development
DATE: July 1, 1988
SUBJECT: AMENDMENT TO THE GENERAL PLAN AND/OR THE ZONING CODE
REGARDING REQUIREMENTS FOR ART IN PUBLIC PLACES
BACKGROUND
The City currently has no requirements for development projects to
provide for public art at this time. An interest to provide for public
art was introduced by Councilmember Galloway several months ago.
DISCUSSION
City staff has been working on this subject off and on since the first
of the year. Staff' s main efforts has been in the area of research and
data collection. As part of staff' s review, a request was forwarded to
the City Attorney' s office for an opinion on how to best proceed. The
recommendation from the City Attorney' s office was to begin with a
revision of the General Plan and Zoning Code in lieu of a Public Arts
Policy.
The purpose of the attached resolution is to direct the Planning
Commission and staff to amend the General Plan and/or Zoning Code so as
to provide for Art in Public Places.
RECOMMENDATION
Adopt a resolution to initiate the proceeding to consider an amendment
to the General Plan and/or Zoning Code pertaining to Art in Public
Places.
