SUBJECT : DRAFT NOISE ELEMENT
Background
A public hearing on the draft Noise Element of the General Plan was
held at the Council's September 15, 1986 meeting. Due to incomplete
information provided in the Council's packet. No action was taken at
that meeting. A complete package is now provided to the Council for
its review.
Recommended Action
1. Re-open the public hearing.
2. Adopt the Negative Declaration.
3. Approve the Noise Element by resolution with the revised Policy
- - Program (as revised by the Planning Commission) .
4. Refer the sample noise ordinance and standard conditions of approval
back to the Planning Commission for a recommendation to the City
Council (The sample noise ordinance and conditions are not to be
adopted as part of the Noise Element) .
If Council desires, the following motion may be made:
"I move that the Noise Element be adopted as amended by'_the
Planning Commission and specifically excluding the sample noise
ordinance and standard conditions of approval and that the sample
ordinance and conditions be referred back to the Planning Commission
for review and recommendation to the City Council."

NEGATIVE DECLARATION
TO CONCERN PARTIES:
The City of Moorpark is currently processing the following land
use permit request. California State Law requires that an evaluation
be conducted to determine if this project could significantly
affect the environment. Based upon an initial review, it has
been found that a significant affect would not occur; therefore,
a Negative Declaration has been prepared.
