Wein, AICP—Director of Planning Services SUBJECT: Final Housing Element Introduction The State of California requires each city to prepare a Housing Element as one of the seven mandated elements of a general plan. Further, the state requires each element to be revised every five years. The attached Housing Element is Moorpark's first city-prepared element; other elements of the general plan are currently being prepared. The Housing Element has been the subject of three Planning Commission study sessions and two public hearings. On February 26, 1986, the Planning Commission voted 4-0 (1 absent) to recommend City Council adoption of the element. Comments raised by the Commission and comments expressed by the Califiornia Department of Housing and Community Development have been incorporated in the Housing Element. Recommendation City staff recommends that the Council adopt the Housing Element and instruct staff to prepare the appropriate resolution for action at the next council meeting.
