HomeMy WebLinkAboutMIN 2025 0407 PR REGMINUTES OF THE REGULAR PARKS AND RECREATION COMMISSION Moorpark Community Center 323 Science Drive A Regular Meeting of the Parks and Recreation Commission of the City of Moorpark was held on April 7, 2025, at the Moorpark Community Center located at 323 Science Drive, Moorpark, California. 2 3 M N. CALL TO ORDER: Chair Lousen called the meeting to order at 6:30 p.m. PLEDGE OF ALLEGIANCE: Commissioner Estrella led the Pledge of Allegiance. ROLL CALL: Present: Commissioners Harris, Dubreuil, Morgan, Vice Chair Estrella and Chair Lousen. Staff Present: Jeremy Laurentowski, Anderson, Recreation Services Manager; Kimberly Sexton, Administrative Specialist PUBLIC SPEAKERS: Parks and Recreation Director; Stephanie Hilary Kleiman, Recreation Coordinator I, and Denise Wolf, Moorpark resident, spoke about several items at Arroyo Vista Community Park including the removal of the ball wall, the restrooms being open on the weekends and out of order lights at the pickle ball courts. REORDERING OF, AND ADDITIONS TO, THE AGENDA: CONSENSUS: It was the consensus of the Parks and Recreation Commission to reorder Item 7.13. ahead of Item 7.A. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS: Commissioner Harris shared that she visited the parks during the wildfires and strong winds in January, and was pleased to find them open, well -maintained, actively used, and in good condition. She also praised the inclusion of native garden plants and commended staff for their environmental awareness. Chair Lousen announced that he attended a meeting at Enegren Brewing Company where Southern California Edison addressed the recent public safety power shutoff events. Chair Lousen announced he attended the opening of Luna Grill on March 14, 2025. Minutes of the Regular Parks and Recreation Commission Moorpark, California Page 2 April 7 2025 Chair Lousen announced upcoming recreation events at Arroyo Vista Community Park including Skate Night on April 11, the Easter Egg Hunt on April 19, the Apricot Slam Pickle Ball Tournament on April 26th and 27th and the Cinco De Mayo Fun Run on May 4, 2025. Commissioner Dubreuil announced the upcoming Moorpark Morning Rotary event, Field of Valor, to be held on May 26, 2025, at Tierra Rejada Park. 7. PRESENTATIONS/ACTION/DISCUSSION: B. Consider Update on Attendance at 2025 CPRS Conference. Staff Recommendation: Commissioners provide feedback on attendance at the 2025 CPRS Conference. Mr. Laurentowski gave an overview of the 2025 CPRS Conference and announced that he attended along with Recreation Coordinator I Hilary Kleiman and Commissioners Dubreuil and Estrella. Commissioner Dubreuil shared that she attended the 2025 CPRS Conference and was impressed by the variety of inclusive playground vendors and the innovative playground equipment on display. She also noted that three vendors offered drone shows, which she suggested the city consider as an environmentally friendly alternative for the third of July celebration. Additionally, she mentioned the availability of prefabricated restrooms. Commissioner Dubreuil also stated that she participated in breakout sessions focused on park funding and automatic external defibrillators. Commissioner Estrella reported that he attended the 2025 CPRS Conference, where he participated in breakout sessions on grant writing, the impact of climate on recreation, and leadership development. Mr. Laurentowski reported that he participated in breakout sessions on tax assessment and public -private partnerships. There were no speakers. A. Consider Presentation from Teen Council Staff Recommendation: Receive verbal presentation. Mr. Laurentowski provided an overview of the Teen Council and Teen Council Ad Hoc Committees. There were no speakers. Bianca Gagajena, Teen Council Member, spoke on behalf of the Social Issues Ad Hoc Committee and shared the committee's efforts to raise awareness about mental health and substance use. Katelyn Craft, Teen Council Member, spoke on behalf of the Programs and Events Ad Hoc Committee and shared upcoming plans for the Teen After Dark event. Minutes of the Regular Parks and Recreation Commission Moorpark, California Page 3 April 7 2025 Commissioner Dubreuil recommended Ventura County Behavior Health and Supervisor Janice Parvin, County of Ventura, Fourth District, as a valuable resource for the Social Issues Ad Hoc Committee. CONSENSUS: Received verbal presentation. C. Consider Dates for Spring Park Tour. Staff Recommendation: Select a date and time and five or six parks to tour during the Spring 2025 Special Commission Meeting and Park Tour. Mr. Laurentowski gave the report. There were no speakers. MOTION: Commissioner Dubreuil moved and Commissioner Morgan seconded a motion to hold the Spring 2025 Special Commission Meeting and Park Tour on May 5, 2025 at 4:00 P.M. and tour Campus Canyon Park, Arroyo Vista Community Park, Tierra Rejada Park, Miller Park and Walnut Acres Park. The motion carried by voice vote, 5-0. AT THIS POINT in the meeting, staff requested Item 7.A., Consider Presentation from Teen Council, be reopened. MOTION: Commissioner Dubreuil moved and Commissioner Morgan seconded a motion to reopen Item 7.A. Consider Presentation from Teen Council. The motion carried by voice vote, 5-0. Gauransh Tyagi, Teen Council Member, spoke on behalf of the Government Relations Ad Hoc Committee and shared highlights from their April event where City of Moorpark Mayor Chris Enegren, Council Member Rene Delgado, Parks and Recreation Director Jeremy Laurentowski, Recreation Coordinator I Hilary Kleiman, and Librarian Christine Conwell spoke to high school students at Moorpark College, about local government. D. Consider Update on the Inclusive Playground Project. Staff Recommendation: Receive and file report. Mr. Laurentowski gave the report. There were no speakers. Commissioner Dubreuil and staff engaged in a discussion about the poured -in -place surfacing planned for the playground, including it's warranty period, maintenance requirements and the funding source. Commissioner Morgan and staff discussed revisions to the design of the playground hill and the retaining wall that previously included a ramp. Commissioner Harris and staff talked about the supplemental funding approved for Minutes of the Regular Parks and Recreation Commission Moorpark, California Page 4 April 7 2025 the project through the Community Wide Park Fund. Vice Chair Estrella and staff discussed the park's art installation, which will feature the original archway design created by the playground manufacturer. MOTION: Commissioner Morgan moved and Commissioner Dubreuil seconded a motion to receive and file the report. The motion carried by voice vote, 5-0. 8. CONSENT CALENDAR: MOTION: Commissioner Dubreuil moved and Commissioner Harris seconded a motion to approve the Consent Calendar. The motion carried by voice vote, 5-0. A. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of January 6, 2025. Staff Recommendation: Approve as presented. 9.
