Moorpark City Hall 323 Science Drive
A Special Meeting of the Parks and Recreation Commission of the City of Moorpark was held
on May 5, 2025, at Moorpark City Hall located at 323 Science Drive, Moorpark, California.
1. CALL TO ORDER:
Chair Lousen called the meeting to order at 4:07 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Dubreuil led the pledge of allegiance.
3. ROLL CALL:
Present: Commissioners Dubreuil, Harris, Morgan, Vice Chair Estrella and Chair Lousen.
Staff Present: Jeremy Laurentowski, Parks and Recreation Director.
4. PUBLIC COMMENTS:
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:

None.
6. ANNOUNCEMENTS, FUTURE AGENDA ITEMS AND REPORTS ON
MEETINGS/CONFERENCES ATTENDED BY COMMISSIONERS:
None.
7. PRESENTATIONS/ACTION/DISCUSSION:
A. Park Tour. Staff Recommendation: The Commission and staff toured and discuss
the following parks in the order listed below.
There were no speakers.
1. Campus Park
The Commission and staff toured the park and discussed a project to
replace the restroom and playground equipment, including a new ADA
compliant walkway and the addition of one new light standard.

2. Walnut Acres Park
The Commission and staff toured the park and discussed the storm water
infiltration systems, traffic calming devices, and minor concerns about
graffiti and park hours.
3. Arroyo Vista Community Park
The Commission and staff toured the park and reviewed the new batting
cage under construction by Moorpark Girls Softball Association, and the
assignment of the concession stands for both Moorpark Girls Softball
Association and American Youth Soccer Association.
4. Tierra Rejada Park
The Commission and staff toured the park and reviewed the location for the
future Inclusive Playground and discussed potential changes to the park
rental rules to limit regular rentals at
athletic facilities.
5. Miller Park
neighborhood parks that do not have
The Commission and staff toured the park and discussed the high use of
the park and lack of available parking. They also discussed the playground
equipment and popularity of the zip line and ADA compliant components.
8. CONSENT CALENDAR:
MOTION: Commissioner Dubreuil moved and Vice Chair Estrella seconded a motion to approve
the Consent Calendar. The motion carried by voice vote, 5-0.
A. Approval of Minutes of the Parks and Recreation Regular Commission Meeting of
April 7, 2025. Staff Recommendation: Approve as presented.
9. ADJOURNMENT:
Chair Lousen adjourned the meeting at 6:00 p.m.
