DISCUSSION In the coming months it will be necessary for the City Council to make a number of important decisions on how services to the City will ,be provided comencing July 1, 1984. Perhaps our greatest service responsibility will be the provision of law enforcement. This will certainly be the largest single budget item in our general fund. Because of the cost of providing this ser~ice, it is logic- ally the first service arrangement to be decided since the cost of such a contract will have an affeci on the amount of money available fc:l>:r other general fund services. There'fore, it would be ·expeditious to commence the decision making process on law enforcement services in the very near future so that a decision may be, made early next year. • . There are s.everal options available to the City for providing ·police services. These include: contracting with the County,· Sh'eriffs Department, contracting with another local jurisdiction, or providing this service directl'y. In or.<ier to facilitate. a .c,~--;. review of these options and any ··specific contracts, I recommend that the Council form a sub-committee expressly for the purpose of reviewing the provision of this service. The sub-committee would also be responsible for monitoring the adequacy of the pro- vision of this service during the forthcoming fiscal year and in the years to come.-Also, when additional needs or questions re- garding other public safety services arise, the sub-committee would be a logical means of dealing with them. I I I I I I I 0 0 In addition, the sub-committee would enable two Councilmembers and the City Manager to obtain the same detailed level of information and review for any proposed contract or alternative . means of providing this service.
