Amendment to Contract with Michael Br~ndman Associates .
for OSCAR Element to General Plan
In preparing the Requests . for Proposals, the writer of this report failed to
consider the necessity for a common base map for the subject elements.
Michael Brandman Associates has offered to prepare such a map with a mylar copy
(reproducible) for the sum of $600. 00. We feel that this is a valuable asset
to the completion of the plans and that the price is reasonable.
Although the Noise Element will utilize a separate map, the Safety Element will
utilize the base map and any revisions to other elements would also use the map.
RECOMMENDATION:
Approve the amendment and authorize the Mayor and City Clerk to sign the
attached authorization for professional services.

Dear Dick:
As we suspected, the question of a base map for the Moorpark OSCAR is not
mentioned in our contract. Our initial proposal subsumed this cost, assuming that,
were we selected by the City to do two or more elements, economies of scale would
prevail.
Under present circumstances, we would use USGS maps mounted on boards, and
overlays for display/discussion purposes. For a base map, we would probably prepare
a simple map similar in concept and appe?rance to the City's circulation element
map.
As an option, we would suggest the following:
1. Michael Brandman Associates, Inc. (MBA) would prepare a base map using
USGS quad maps. The applicable quads would be spliced together, and
photographically transferrred to mylar, at a scale of 1" = 2000'. The map
itself would be screened to 60% of original density, to provide a
background culture.
2. MBA would then design a map format which would allow for standard
placement of map title, legend, scale, north point and other information.
3. We would provide the City with original artwork and one mylar copy of the
completed base map. Reproducible maps for the OSCAR would be provided
per our existing contract.
We anticipate that this would cost $600 to produce. Additional mylar copies could be
obtained for use by JSA (Safety Element) and Van Houten Associates (Noise Element)
for the cost of reproduction (approximately $35).

To expedite the process so that all three of the City's consultants can begin using the
same base map as soon as possible, I have enclosed our short-form authorization for
professional services. We would be able to begin preparing the base map as soon as
we hear from you and receive a signed copy of this form.
