Home My WebLink AboutRES CC 2025 4323 2025 0604 RESOLUTION NO. 2025-4323 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025/26 TO BE FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor on April 28, 2017, to address significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Moorpark are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Moorpark (City) must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $980,961 in RMRA funding from Cycle 9, Fiscal Year 2025/26, SB 1; and WHEREAS, this is the ninth year in which the City will receive SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, funding from SB 1 will help the City maintain and rehabilitate streets in the City this year and into the future; and WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that California's streets and roads are in "at-risk" condition, and this revenue will help increase the overall quality of our road system and, over the next decade, will bring our streets and roads into a "good" condition; and WHEREAS, without revenue from SB 1, the City would have otherwise postponed street projects; and WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure, with a focus on basic maintenance and safety, investing in complete streets infrastructure, and use cutting-edge technology, materials and practices, will have significant positive co-benefits statewide. Resolution No. 2025-4323 Page 2 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The foregoing recitals are true and correct. SECTION 2. The following list of newly proposed projects will be funded in part or solely with Fiscal Year 2025/26 (Cycle 9) Road Maintenance and Rehabilitation Account revenues: Project Title: Project 2025-001 (Pavement Maintenance) Description: General maintenance, including but not limited to pavement maintenance and repairs, and repairs to adjacent facilities due to the work. Location: Various sections in the City, including: • Local residential streets located along Mountain Meadow Drive from Mountain Meadow Trail to Rivergrove Court. • Local residential streets Cedar Springs along the Mirabella and Villaggio estates. • Laurelhurst Road area south of Peach Hill Estimated Project Schedule: Start (07/2025), Completion (06/2026) Estimated Project Useful Life: 7 years SECTION 3. The following previously proposed and adopted projects may also utilize Fiscal Year 2025/26 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting of these projects in the adopted fiscal year resolution, the City is reaffirming to the public and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account revenues: Project Title: Project 2021-001 (Arroyo Drive Improvements) Description: Preconstruction and Construction activities related to resurfacing of Arroyo Drive from the Simi Valley city limit to the Collins Drive. Expands the original Project 2021-001, which originally called for construction activities related to resurfacing Arroyo Drive from the Simi Valley city limit to the Villa Del Arroyo Mobile Home Park and expands the activities to also include complete streets components of pedestrian and bicycle safety, as well as drainage and stormwater capture. Investigation of traffic control devices and railroad crossing improvements will also be included. Preconstruction and construction activities are included. Project Location: Arroyo Drive, east of Collins Drive to Simi Valley city limit. Estimated Project Schedule: Preconstruction (Start 08/2025), Completion (07/2026). Construction (Start 10/2025), Completion (06/2026). Estimated Project Useful Life: 30 years Project Title: Project 2021-002 (Pavement Maintenance) Description: General maintenance, including but not limited to pavement maintenance and repairs, and repairs to adjacent facilities due to the work. Location: Various sections in the City, including residential streets off of Mountain Meadow Drive and Walnut Creek Road, south of Tierra Rejada Road and Resolution No. 2025-4323 Page 3 residential streets off of Peach Hill Road north of Tierra Rejada Road and west of Spring Road. Estimated Project Schedule: Start (07/2025), Completion (06/2026) Estimated Project Useful Life: 7 years Project Title: Project 2022-001 (Princeton Avenue Improvements) Description: Construction activities related to resurfacing of Princeton Avenue, from approximately 1,570 feet east of Spring Road to approximately 600 feet east of Nogales Avenue. Activities include, but are not limited to, pavement maintenance and repairs and repairs to adjacent facilities due to the work. Location: Princeton Avenue, from approximately 1,570 feet east of Spring Road to approximately 600 feet east of Nogales Avenue. Estimated Project Schedule: Start (07/2022), Completion (2024) Estimated Project Useful Life: 30 years Project Title: Project 2022-002 (Pavement Maintenance) Description: General maintenance including but not limited to pavement maintenance and repairs and repairs to adjacent facilities due to the work. Location: Various sections in the City including: Residential streets located south of Campus Park Drive (from Happy Camp Canyon Road) and west of Princeton Avenue (north of the 118 freeway). Residential streets located off of (and including) Leta Yancy Road. south of Los Angeles Avenue. Commercial streets located north of Los Angeles Avenue, between (and including) Goldman Avenue and Maureen Lane. Estimated Project Schedule: Start (07/2025), Completion (06/2026) Estimated Project Useful Life: 7 years Project Title: Project 2023-001 (Pavement Maintenance) Description: General maintenance including but not limited to pavement maintenance and repairs and repairs to adjacent facilities due to the work. Location: Various sections in the City including: Local industrial and commercial streets within the area bounded by Spring Road and Flinn Avenue. Local residential streets located off of Hidden Pines Court, Tierra Rejada Road to the north, and City boundary to the south. Local residential streets located south of Countrywood Drive, north of Sagewood Drive, east of Country Hill Road, and west of Tierra Rejada Road. Estimated Project Schedule: Start (07/2024), Completion (06/2025) Estimated Project Useful Life: 7 years Project Title: Project 2024-001 (Pavement Maintenance) Description: General maintenance, including but not limited to pavement maintenance and repairs and repairs to adjacent facilities due to the work. Location: Various sections in the City including: Resolution No. 2025-4323 Page 4 Poindexter Avenue, Third Street. Local residential streets located north of Tierra Rejada Road and off of Mountain Meadow Drive and Walnut Creek Road. Local residential streets located north and west of Marquette Street. Estimated Project Schedule: Start (07/2026), Completion (06/20275) Estimated Project Useful Life: 7 years SECTION 4.
