However, last fall Carlsberg withdrew this application request. At the present time, a General Plan Amendment is in process for the northern 70 acres to give consideration to a redesignation from "Medium Low Density Residential" to "Light Industrial". Also, representatives from Carlsberg have recently discussed with City staff their plans for the submission of subdivision applications for approximately 300 dwelling units in the central portion of the property. Carlsberg has indicated that they have no plans at this time for the development of their property which is north of Tierra Rejada Road and south of the Valley ridge line. During the screening of their General Plan application in May 1984, the Council rejected consideration of their request for a change in designation from "Medium Low Density Residential" to "Light Industrial" on this portion of tlE Carlsberg property. Rather, when the number of dwelling units exceeds the number of homes which would be expected to develop under one or two subdivision maps, roughly 200 -300 homes, or when there are significant issues concerning timing and the development of a remainder of a parcel or area, the preparation of a Specific Plan or Planned Community would be beneficial to both the property owner and the City. The benefits to the City would be that comprehensive planning would be conducted. The benefit to the property owner would be that they would not need to process a subdivision map for the entire property. A subdivision map must be recorded within three years or it expires. This places a time and financial constraint upon the subdivider, s~nce the majority of improvement fees and all engineering must be completed prior to the recordation of a subdivision map. A Specific Plan or Planned Community would provide an overall planning approval and allow phased development. In the absence of a specific requirement for Planned Community plans or Specific Plans within the General Plan, the City at this time can only encourage that property owners make such request. NF/crl
