Land Use Element
The Planning Commission reviewed the Moorpark Community Plan,
proposed for adoption as the City's General Plan Land Use
Element, on September 27 and October 11, 1983. After receiving
public testimony, the Planning Commission unanimously recommend
to your Council that the Community Plan be adopted as the City
Land Use Element.
During the public hearing, testimony was received from several
individuals: two of whom requested more intense residential
designations, one requested a less intense residential desig-
nation on an adjoining property, and another requested further
study of the plan prior to adoption.
Upon the close of the public hearing the Planning Commission
continued the item in order to allow for deliberation. On
October 11, 1983, the Commission passed a resolution recommendir1g
that your Council adopt the Moorpark Community Plan as the
City's Land Use Element. Included in the Planning Commission
action was a recommendation that your Council immediately return
the plan to the Commission for further study. The intent of
this study will be to "fine tune" various aspects of the plan
as the Commission deems appropriate. Such a study will culminate
in a General Plan Ammendment returning to your Council for
consideration.
RECOMMENDED ACTION
1. Certify that the environmental effects are adequately addressed
in the Moorpark Community Plan EIR and that this body has
reviewed and considered the information in the EIR;
2. Adopt tht Moorpark Community Plan including all the
amendments as the Land Use Element of the General Plan
for the City of Moorpark; and
3. Direct the City Planning Commission to commence an immediate
study of further amrnendments to the Land Use Element.

RESOLUTION NO. PC-83-3
RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK
APPROVING AND RECOMMENDING TO THE CITY COUNCIL THAT THE
MOORPARK COMMUNITY PLAN BE ADOPTED AS THE LAND USE ELEMENT
OF THE GENERAL PLAN.
WHEREAS, a legal public hearing on this matter was held by
the Planning Commission at Moorpark, California on September
27, 1983, and
WHEREAS, the Commission has considered oral and written
testimony on this matter and the staff findings and recommen-
dations, attached reports and addendums, thereto, and
WHEREAS, a motion was duly made, seconded and carried by the
Planning Commission recommending to the City Council that the
proposed findings be adopted and that the previously prepared
Environmental Impact Report be certified.
NOW THEREFORE, BE IT RESOLVED, that the Moorpark Planning
Commission hereby approves and recommends to the City Council
the adoption of the Moorpark Community Plan as the Land Use
Element of the General Plan.
BE IT FURTHER RESOLVED that the Chairman shall sign this
Resolution and the Secretary shall attest and certify to
the passage and adoption hereof by not less than a three-
fifths vote of the total voting membership of the Planning
Commission; and the same shall thereupon take effect and
be in force in accordance with the terms and conditions
thereof.

Circulation Element of the General Plan
The City Planning Commission reviewed the proposed Circulation Element
of the City General Plan on September 27 and October 11, 1983. After receiving
public testimony, the Commission unanimously recommended that your Council
adopt the plan as the City Circulation Element and that the amendments to the
Circulation Element also be adopted.
On September 27 the Planning Commission received public testimony from
three individuals. Mr. E. R. Peters and Mr. Bill LaPerch both expressed
concerns over road alignments in the Walnut Canyon area. In particular,
Mr. LaPerch voiced opposition to the proposed future alignment of the exten-
sion of Moorpark Road from High Street to Walnut Canyon Road. Elaine Freeman,
representing Griffin Development Corporation, expressed concern over the
designation of College View Avenue in the College Park neighborhood. At the
conclusion of the public hearing, the item was continued for Commission deliber-
ation.
On October 11 the Commission asked staff about Mr. LaPerch's concerns.
Staff testified that with the discussion in the public record before the Planning
Commission and with the information in the Commission packet, it was felt to
be clearly identified that the Moorpark Road extension as shown on the proposed
Circulation Element Map was not a fixed alignment, but rather reflected a
study corridor. A precise alignment would have to be determined in the future
after further study.
The Planning Commission unanimously passed a resolution recommending to
your Council the adoption of the plan and amendments as the Circulation Element.
RECOMMENDED ACTION
1. Certify that the environmental effects relating to the adoption of the -
County Circulation Element were adequately discussed in the environ-
mental impact report prepared for the 1977 Amendment to the Ventura
County circulation Element, and that this body has reviewed and con-
sidered the information contained in this previously prepared EIR.

2. Find that the Circulation Element amendments proposed in the
attached staff report may have a significant effect on the environ-
ment and that the attached Mitigated Negative Declaration (MND)
has been completed in compliance with CEQA and the State EIR
Guidelines issued thereunder, and that this body has reviewed
and considered the information contained in the MND and
recommends that the City Council adopt the proposed mitigation
measures for inclusion in the final design of any future design
of any future project.
3. Adopt as the City of Moorpark`s Circulation Element of the
General-Plan and that all the components of General Amendment
No. 83-1 to the Circulation Element be approved.
