GEDNEY City Treasurer TO: The Honorable City Council FROM: Niall Fritz Director of Community Development DATE: January 16, 1985 SUBJECT: GENERAL PLAN AMENDMENT - Villa Campesina Corporation Request Your Council has received a request form Villa Campesina Corporation regarding a proposal for the development of self-help housing within the City. According to their attached letter they are seeking to develop 50-60 individual homes for low income families. It is our understanding that they have a particular site in mind of approximately 10. 7 acres adjacent to the Arroyo Simi and east of Liberty bell Road (see attached map) . Approximately 70% of the property is presently zoned Commercial Planned Development. The remainder of the site is zone for Medium Low Density Residential. In order for the project to be approved, the general Plan will have to be changed to Medium or High Density Residential. In the letter, they are requesting assistance form the Council on four specific points. 1. "Designating a 1985 General Plan Amendment for the site. " Recent changes in State law regarding General Plan amendments removes any limitation on the number of annual amendments if these additional amendments are necessary for "a single development of residential uses, at least 25% of which will be occupied by or available to persons and families of low or moderate income. " (Government Code 65358 C) Therefore,with our understanding of their request they could be processed by the City in addition to four other amendments allowable by State law. 799 Moorpark Avenue Moorpark,California 93021 (805)529-6864 The Honorable City Council pg• 2 SUBJECT: GENERAL PLAN AMENDMENT - Villa Campesina Corporation Request 2. "Advising on how best to proceed. " If the Council wishes to process a separate amendment request for Villa Campesina, concurrently with_ the GPA, a Zone Change, Subdivision Map and PD Permit can be processed. In this manner, the Planning Commission and your Council would review at one time all actions necessary for the project. 3. "Conceptual Approval" As pointed out in their letter, no binding action can be taken by the Council at this date. Accepting for for processing their request is in itself an indication by your Council that you wish to give serious consider- ation to the request. 4. "Working with Villa Campesina on an application for a Community Development Block Grant application" This matter was reviewed with the applicant' s repre- sentative last year. If the project is approved, there appear to be significant benifits to the City in submitting a grant application with them. However, the State Department of Housing and Community Development has indicated to staff that the submission of the CDBG application would be considered by the State as a commitment by the City to the project. If the project were to eventually be denied by the City or significantly changed as part of its approval, the State may look unfavorablely on any future City CDBG applications. We would like to ask for the assistance of the City Council as follows: 1) Designating a 1985 General Plan Amendment for the site; 2) Advising us how we 'can best and most quickly process our application, possibly by filing a complete application for, concurrently, a General Plan Amendment, Zone. Change, Tract Map, Planned Development Permit, and Roos Density Bonus; 3) Giving us conceptual approval now for the project; although we realize such approval would not be legally binding, it would assist us to obtain predevelopment financing; 4) Wotking with us to submit a CDBG application to assist with the project. The need is great because decent and affordable housing is difficult to find in Moorpark. The members of Villa Campesina, who will have the first priority to participate in the program, are mostly low income farmworkers who live in inadequate housing in Moorpark or who work in the Moorpark area but are unable to find housing in Moorpark. Villa Campesina was organized in 1981 to address the need for decent affordable housing for these members of the community. Concept: The Villa Campesina Corporation proposes to sponsor the construction of approximately 50 to 60 new individually owned homes for low income families using the mutual self help method. Using this method, groups of about ten families each will work together to do most construction work on their new homes; each family will be required to work 40 hours a week over the construction period of approximately ten months. This concept has been successful in other areas, and this is the first time it will be implemented in Ventura County. Financing: Mortgage and construction financing will be provied through the Farmers Home Administration 502 loan program. Currently, the interest rate is 11 7/8%; families receive an interest subsidy based on income. The loans are for 33 years. There is no cash downpayment, the family' s labor serving as its participation, and the maximum loan that can be financed is $60 , 000. The cost of the home is kept below this amount by the labor contribution of the families and by the modest design of the homes; it is necessary to keep site development costs low. One way to do this would be for the city of Moorpark to apply for CDBG funds to write down the land cost. Design: The new community will consist of approximately 50 to 60 - single family detached homes. There will be two, three, and four bedroom models, with areas of approximately 800, 1000, and 1200 square feet, respectively. Location: A 10 .7 acre site on the east side of Liberty Bell Road is being purchased. Management: Villa Campesina is working with the Cabrillo Economic Development Corporation (CEDC) , an experienced nonprofit community economic development corporation serving Ventura County, which will develop the lots and provide training and technical assistance on the project. Construction supervision will be provided by the People's Self Help Housing Corporation of San- Luis Obispo, the non- profit corporation that is authorized by the Farmers Home Administra- tion to provide this kind of technical assistance in this area. 1 Villa Campesina Corporation - Proposed Self Help Housing continued Timetable: .Construction is planned to begin by early 1986. This requires adherence to a very tight schedule of completion of pre- development work including city approvals.
