As discussed with Villa Campesina, additional amendments for affordable housing projects are also allowed. For hearings in 1985 the following amendments are proposed. GPA-85-1 : Griffin Development -- Change from "Rural High, 1 DU/AC" to "Low, 1 . 6 DU/AC" and "Very High, 15 DU/AC" , for 154 acres adjacent to and west of Moorpark College. The applicant has also submitted a Zone Change, Subdivision Map an 2 Planned Development requests for 472 single family residences, 200 apartments, 1 park site, and 1 elementary school site. Status: All application materials submitted. Revised subdivision map under review by support agencies . Environmental Data Base received by applicant and under review by support agencies. Request for proposal being solicited for the EIR and project staffing from a consultant. GPA-85-2: Carlsberg: -- Change from "Low Density Residential" to "Light Industrial" , for 50 acres located adjacent to and south of New Los Angels Avenue. Bulmer -- Change from "Rural Low, 5 AC/DU" to "Low 1. 6 DU/AC" , for 349 acres located adjacent to and west of Walnut Canyon Road. 799 Moorpark Aenue Moorpark, California 93021 Id0°.i529-6864 The Honorable City Council Page 2 January 11, 1985 Caren: -- Change from "Light Industrial" to "General Commercial" , for 1. 5 acres located at the northeast corner of Poindexter Road and Moorpark Avenue. Status : All application materials submitted. Consultant proposal to provide EIR and project staffing being revised. Contract tentatively scheduled for Council approval on February 4. GPA-85-3 : Kalvico: -- Change from "Rural High, 1 DU/AC" to "Light Industrial" for 12. 3 acres located west of Los Angeles Avenue between Campus Park and Virginia Colony. Originally, this was part of GPA-85-2, but the applicant has chosen to with- draw from that amendment cycle in an attempt to demonstrate that all significant issus can be mitigated. If this can be shown, the applicant is requesting to proceed independently with con- current processing of an industrial development permit for a 120, 000 square foot electronics assembly facility. GPA-85-4: City Amendment to the Land Use Element -- Originally this amendment was envisioned as a "fine tuning" of the present land use element. After discussion with the Planning Commission, it was indicated that it may be desirable to consider further changes to the plan in conjunction with the completion of other elements . If the above amendments are processed, then there would not be an opportunity for other properties to have their General Plan designa- tion also amended during 1985 unless they were affordable housing projects. If new General Plan Amendment ' s were processed this year, hearings probably would not occur until later in the year. Alternatively, amendment requests can be received and processed this year and scheduled for hearings in January of 1986. In this case the difference may only be two or three months between another amendment cycle in 1985 and the first cycle in 1986 . In either case, it is recommended that a filing period be established for any further amendment requests and applications received within that period would constitute the next cycle of General Plan Amendments. A minimum filing period of until April 1, 1985 would be recommended. A suggestion was made by the Planning Commission that additional amendment requests could be included as part of the City' s General Plan Amendment 85-4, with appropriate cost sharing.
