GILLESPIE Chief of Police rr;{L-- Development \J The present Zoning Ordinance adopted by the City of Moorpark. was written by the County of Ventura in the early 1960's. It was revised by the County at various times in a piecemeal fashion during the 1970' s until totally rewritten by the County in 1983. Discussion The County's Ordinance was revised in par.t because several of it's sections lacked clarity, the length of the Ordinance was cumbersome and some of the County's philosophy had changed since the Ordinance's adoption in the 1960 1 s. The revised County Ordinance has been greatly simplified, took. out the ambiguity of it's predecessor, and reduced the length by approximately two-thirds without making substantial changes in content. Since the City has adopted the old County's Ordjnance, several amendments have been made due to public necessity, convenience, general welfare, and good zoning practice by the City. These approved ordinance amendments have not formally been placed into the Ordinance Gode book. As a result it has been necessary for the staff to establish a separate binder with all of the appropriate changes just to keep track of matters. This has made it difficult for the public and staff to operate in a business manner in what is expected within the requirements for development. Consideration towards adopting the current County Zoning Ordinance was introduced to the Planning Commission at their m1:,eting of June 5, 1989. The Commissfon agreed with staff on the need for such a change but did wish to limit it 's use to a time specific. The Commission supported this idea if the Zoning Ordinance was rewritten shortly after the City updated it's Land Use and Circulation Elements. 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 Zoning Ordinance Update June 12, 1989 Page 2 Staff Recommended Action Considering the above, it is staff's recommendation to have the Council direct staff to accomplish work necessary to rescind the current ordinance in its entirety and to adopt the current County Ordinance with minor modifications that addresses the City's current concerns and incorporates the City's revisions to the ordinance that has taken place since it's adoption.
