Richards ,Director of Community Development DATE: March 27 , 1987 (CC meeting of 4/1/87) SUBJECT: 11 & 17 HIGH STREET - PARKING IN-LIEU BACKGROUND On December 8, 1986 the City Council considered a request regarding 11 - 17 High Street to establish a Deli/Restaurant and retail store at the northeast corner of High Street and Moorpark Avenue. At that time the new owner agreed to provide eighteen (18) off street parking spaces on the subject site and would enter into a future parking in-lieu fee agreement for fine (9) additional spaces needed for the restaurant not to exceed $20, 000 . 00 A total of twenty seven (27) spaces are required to serve the future restaurant and retail store. DISCUSSION Since the December 1986 meeting the new property owner has been attempting to place eighteen (18) parking spaces on the subject site without success. At this time the owner is proposing that only fourteen (14) spaces be provided to serve the deli/restaurant and proposed antique store within the 4500 sq. ft. corner building. Also, the owner desires to place four (4) additional parking spaces into a future parking in lieu fee agreement, for a total of thirteen (13) . 799 Moorpark Avenue Moorpark, California 93021 (805) 529-6864 The Honorable City Council p. 2 - March 27, 1987 In order that the fourteen (14) spaces be provided, an encroachment into the northerly parcel is required. This parcel currently contains an older single family residence, but the site is zoned commercial. Should the Council consider allowing the 14 spaces and the added parking spaces into the future lieu fee program; staff would suggest the following conditions : 1. That landscaping be provided within and adjacent to the parking lot in a manner approved by the Director of Community Development. 2. That a solid 6 foot high wooden fence be provided on the east property line adjacent to the residential lot and at the north end of the parking lot to separate it from the residence. 3 . That a covenant be recorded on the northerly parcel (AP #512-091-1) to retain the seven (7) parking spaces regardless of ownership. RECOMMENDATION Approve the request to allow fourteen (14) parking spaces on-site and provide thirteen (13) parking spaces within a future parking in-lieu fee agreement not to exceed $28,889. 00 ($2, 222 . 22 per space) with staff' s recommended conditions or as amended by Council.
