Ending June 30, 2028
BACKGROUND/DISCUSSION
The application period to fill two vacancies on the Library Board, created by the
June 30, 2025, expiring terms of Board Members Michelle Barrett and Laura Burnett,
opened on April 21, 2025, and closed on May 26, 2025, at 5:30 p.m. To advertise the
open position, a press release was issued, notice of the recruitment was prominently
advertised on the City’s website and social media feeds, and notices were posted at the
Moorpark Library and City Hall. Four applications were received and are attached to
the staff report:
Michelle Barrett (Library Board Member since 2022)
Ola Bateman
Emily Hickey
Annette Mata
Library Board applicants are required to present at a City Council meeting to
demonstrate to the Council their qualifications and interest in the appointment. Just
prior to the start of this meeting, the City Clerk will conduct a random drawing of the
names of the applicants to determine the order in which they will make their
presentation.
The City Council’s adopted procedure for appointments in Resolution No. 2022-4097,
Policy 2.2.9. is as follows:
A. The Mayor shall solicit suggested nominees from members of the Council.
B. Prior to making a motion for appointment, the Mayor shall announce the
names of all persons he/she intends to nominate, and in the order to be
nominated, for a board, commission, or committee.

C. The Mayor shall make a motion putting forth each individual name to be
approved for appointment.
D. A second shall be required.
E. The Council shall vote on each appointment individually.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
None.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Hear presentations from applicants and appoint two representatives to the Library

moderate interviews for DUB Magazine. I create the budget, annual forecast and 3-5 year projections as well.
LittleLee and Rose - In addition to serving as CEO, I also wrote many of the articles on the website, did all of the
purchasing with China, managed all staff, did all financial accounting, budgeting, forecasting and analytics.
DIA - Managed all Business Development programs. $3M Snapchat social media program, $4M live event program for
Universal Studios, $2M live event program for Facebook, and many other smaller live events and activations.
