SUBJECT: Consider Establishment of a City Council Ad Hoc Committee on
Marketing and Appointment of Members to the Ad Hoc Committee
BACKGROUND/DISCUSSION
On April 9, 2025, the City Council conducted a retreat and identified one of the City
Council goals for Fiscal Years 2025/26 and 2026/27 to install signs, gateway arches,
banners, and wraps to place a strong emphasis on placemaking, community character,
public engagement, economic development, and tourism promotion. As part of this effort,
the City will undertake a review of its existing design standards and branding guidelines
that shape the look and feel of public signage and visual materials throughout the
community. Design technology, materials, and trends in placemaking will be used to offer
new opportunities to reinforce the City’s identity and values through its visual
environment.
To guide this effort, staff is recommending the formation of a City Council Ad Hoc
Committee on Marketing. The purpose of this committee is to provide informal, advisory-
level input as staff and design professionals evaluate the City’s existing signage and
branding elements and develop draft recommendations. The scope of review will include
a variety of public-facing materials such as street signs, wayfinding signage, freeway and
monument signs, gateway arches, electronic message boards, light and street pole
banners, traffic signal cabinet wraps, and other design features found throughout the
community. The Ad Hoc Committee would also participate in the review of proposed
enhancements to public art displays and visual messaging that support community pride
and the City’s brand identity.
This effort builds upon discussions at the Council level about updating the City’s signage
and visual presentation to better reflect Moorpark’s values, identity, and aspirations.
Through the creation of an Ad Hoc Committee, two Councilmembers would have the
opportunity to collaborate directly with staff and design consultants during the early stages
of concept development, helping to ensure that proposed branding and design element s
are aligned with Council priorities and community expectations. The Ad Hoc Committee’s
input will be instrumental in shaping materials that may ultimately be brought forward for
full City Council review and approval.

Staff anticipates that the Ad Hoc Committee will meet periodically as design work
progresses and key milestones are reached. The goal is to provide feedback and
guidance that supports cohesive design standards while ensuring flexibility to reflect
different locations, uses, and audiences across the City. Following Council appointment
of the two Councilmembers, staff will coordinate with committee members to schedule an
initial meeting to review the scope of work, anticipated schedule, and roles and
responsibilities.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
Therefore, no environmental review is required.
FISCAL IMPACT
There is no immediate fiscal impact associated with the appointment of the Ad Hoc
Committee. Any proposed implementation of new signage, public art installations, or
branding-related materials would be subject to future City Council consideration and
budget approval as appropriate.
COUNCIL GOAL COMPLIANCE
This action supports the City Council Goal of Installing Signs and Public Art.
STAFF RECOMMENDATION
Establish a City Council Ad Hoc Committee on Marketing and appoint two members of
the City Council to serve on the Ad Hoc Committee.
