SUBJECT: Consider Ratification of Area Housing Authority (AHA) of the County
of Ventura’s Appointment of Resident Commissioner to Board of
Commissioners
SUMMARY
The Area Housing Authority (AHA) of the County of Ventura is an independent, non-profit
agency serving the residents of Camarillo, Fillmore, Moorpark, Ojai, Simi Valley,
Thousand Oaks, and the unincorporated areas of Ventura County. The Area Housing
Authority of the County of Ventura is governed by a 15-member Board of Commissioners.
Each jurisdiction appoints two Commissioners to serve a four-year term. The City of
Moorpark’s AHA Commissioners are Mr. Jorgen Nielson and Mr. Juan Ponce. In addition
to the 15-member Commission, one Resident Commissioner is appointed “at-large.” The
Resident Commissioner, who is a public housing resident or Section 8 program
participant living in an AHA owned unit, serves a two-year term with appointment made
by the AHA Board of Commissioners and ratified by the member agencies.
DISCUSSION
The Ventura County AHA Board of Commissioners includes a Resident Commissioner,
who is a public housing resident or Section 8 program participant living in an AHA owned
unit.
As summarized in the attachment, the AHA provided a nomination period for the Resident
Commissioner position consistent with State and U.S. Department of Housing and Urban
Development’s (HUD) requirements. The Resident Commissioner would serve a two-
year term beginning June 1, 2025, through May 31, 2027.
Following an open nomination period, two applicants were interviewed by an ad hoc
committee comprised of the Chair and Vice Chair of AHA Commission. The ad hoc
committee recommended re-appointment of Angela Bradley as the Resident
Commissioner and directed AHA staff to seek ratification by all jurisdictions.

The attached letter requests that the member jurisdictions of the AHA of Ventura County
ratify and confirm Angela Bradley as the Resident Commissioner of the AHA Board of
Commissioners effective June 1, 2025, through May 31, 2027.
ENVIRONMENTAL DETERMINATION
This action is exempt from the California Environmental Quality Act (CEQA) as it does
not constitute a project, as defined by Section 15378 of the State CEQA Guidelines.
FISCAL IMPACT
There is no fiscal impact associated with the selection of a Resident Commissioner for
the Area Housing Authority of the County of Ventura.
COUNCIL GOAL COMPLIANCE
This action does not support a current strategic directive.
STAFF RECOMMENDATION
Direct the City Clerk to send a letter to the AHA Board of Commissioners ratifying the City
Council’s action to confirm the re-appointment of Angela Bradley as a Resident
Commissioner effective June 1, 2025, through May 31, 2027.

RE: REQUEST TO RATIFY APPOINTMENT OF RESIDENT COMMISSIONER TO THE AREA
HOUSING AUTHORITY OF THE COUNTY OF VENUTRA’S (AHA’s) BOARD OF
COMMISSIONERS
In accordance with State law and the U.S. Housing Act, one member of AHA's Board of Commissioners is
appointed to represent housing authority residents as a Resident Commissioner. The Resident Commissioner
must be a resident of a Public Housing development or a Section 8 tenant-based voucher participant residing
in an AHA unit. The appointment must be ratified by the AHA’s jurisdictions.
Following an open nomination period, review of applications from interested candidates and subsequent
interviews, Ms. Angela Bradley, a public housing resident, was selected for a two-year re-appointment,
June 1, 2025 through May 31, 2027.
On May 28, 2025, the Board of Commissioners directed that all jurisdictions were to be notified of the
selection of Ms. Angela Bradley as Resident Commissioner and to request ratification. The AHA
respectfully requests that the City of Moorpark confirm or deny the appointment and forward a copy of the
official documentation as evidence of your decision. Please provide a copy of the City’s official document
by June 24, 2025.

Requested Action: Motion to Accept, Second, Discuss, Voice Vote
Vice-Chair Ramos-Cruz was appointed by Chair Lunn to lead the Ad Hoc Resident
Commissioner Interview Committee (April 23, 2025). Commissioner Ponce volunteered to
participate on the Ad Hoc Committee.
The Ad Hoc Resident Commissioner Interview Committee held in-person interviews for the two
resident candidates in the AHA Board Room on May 5, 2025. Both interviews were monitored
by an AHA manager to ensure both candidates were treated equally. Once the interviews
concluded, the Ad Hoc Committee met to discuss the candidates.
After significant discussion, review and consideration, the Ad Hoc Committee is prepared to
submit their recommendation for Board acceptance.
The Committee respectfully requests acceptance of their recommendation and asks the Board
Chair to direct staff to seek ratification by all jurisdictions.
