Subject: CONSIDER FIRST READING OF THE PROPOSED NEW SIGN
ORDINANCE
Background:
The Council has held several public hearings on the Sign Ordinance in the recent past.
The Planning Commission also held a series of meetings and public hearings. Due to the
length of time since the last public hearing and because of some minor changes, the
Council re-advertised and re-opened the public hearing for their meeting of September 21,
1994. At the meeting of September 21, 1994, the Council continued the item to October
19, 1994, to allow the public to re-acquaint themselves with the ordinance.
Public Comments:
During the meeting of September 21, 1994, the Council heard testimony from Mr. Colin
Velazquez, who petitioned,the Council to amend the proposed ordinance to allow a pylon
sign at his business site.
Analysis:
To consider Mr. Valazquez's proposal, staff recognizes that the regulations which exclude
his property from the availability of pylon signs would have to be amended. In doing so,
the City would necessarily have to allow other commercial property along Los Angeles
Avenue the same signage as Mr. Velazquez would be allowed.
Staff has prepared a map of all commercial property on Los Angeles Avenue which could
conceivably utilize pylon signs if the regulations were to be amended to allow Mr.
Velazquez's property to host a pylon'sign. The attached site plan indicates that nine

properties not yet developed as commercial could have signs, four properties already
developed as commercial could add signs, and three properties already have approved
signs. This would be a total of sixteen new signs on Los Angeles Avenue.
Note:
a. The attached map depicts four centers which are existing and could apply for new
pylon signs. These areas are designated with small circles.
b. There are three centers in existence which either have a pylon sign or which have
been approved to have a pylon sign. These areas are designated with dashed
lines.
c. There are nine properties which have not yet been developed with commercial uses
which, when developed,,could host a pylon sign each. These are designated with
small dots.
It is staffs opinion, and that of many people that commented on the sign ordinance that too
many signs will lessen the viability of all signs and detract from the aesthetics of the street
scene.
The Council also made some slight modifications to the Ordinance on September 21,
1994, and staff has addressed those issues in the attached Ordinance.
Recommendation:
1. Open the public hearing, allow public testimony on the proposed Sign Ordinance;
2. Close the public hearing;
3. Introduce the Sign Ordinance for first reading.
