Richards, Director of Community Development DATE: July 14, 1989 (CC meeting of August 2,1989) SUBJECT: AMENDMENT TO THE SIGN CODE RELATING TO "FOR RENT AND FOR LEASE" SIGNS WITHIN TIME MULTI-FAMMILY RESIDENTIAL ZONES Itack of nc1, On March 28, 1989, Council directed the Planning Commission to: a) set a. public hearing to review the sign requirements of the zoning Ordinance with a view towards up-dating said requirements to meet current trends and practices regarding multi-family apartment, condomir_i:ium, or townhouse project "For Rent or Lease" signs and b) to make a recommendation to the City Council of such changes the Commission. deems appropriate. Staff prepared an Ordinance addressing this issue which was heard before the Planning Commission on June 19, 1989. At the Planning Commission hearing held on June. 1.9, 1989, no members from the public spoke to this issue. The Commission passed a Resolution recommending to the City Council adoption of the staff recommended actions with minor staff recommended changes and an addition to the language allowed on the signs. The recommended changes are as follows: a) That the signs not be placed within. f.ifty(50) feet from , any off-site residence. b) Additional language allowing "For Rent" and/or"For Lease" to be displayed on the sign face. c) Page 6 of Exhibit 5 had redundant language relating to amortization and abatement. Recommendation 1. Find that Negative Declaration/Initial Study is complete, has been prepared in compliance with the California Environmental Quality Act(CEQA), the State CEQA guidelines, and City policy. 2. Find the City Council determine that the Contents of the Negative Declaration/Initial Study have been considered in the decisions on this proposed amendment to the Sign Code. 3. Adopt the proposed amendments to Chapter 50(Signs-Standards and Permits) of the City of Moorpark Zoning Ordinance. 4. Rescind Ordinance Nos. 82 and 90 and replace with the attached Ordinance which incorporates all previous amendments to Chapter 50(Signs-Standards and Permits) and the proposed amendments(9.50.040(f) and 9.50.096) . The voice vote was three to one, Councilmember Perez dissenting and Councilmember Harper absent.
