SUBJECT: MEDIAN MONUMENT SIGN — MINOR MODIFICATION
URBAN WEST COMMUNITIES
Background
Urban West Communities approached City staff with a request to place two (2)
monument type signs in the median at each end of their project area on
Tierra Rejada Road. Staff researched the existing codes and found no
provision for such a sign. Currently there exists an allowance for a tract
identification sign to be placed on side walls at the entry of tracts. This
is the common practice throughout the City.
On May 4, 1987, Mr. Tom Zanic, Urban West Communities requested
consideration from the Planning Commission as to whether such a sign could
be installed in what will become a public median. The Commission considered
Mr. Zanic' s request and referred the matter to staff with instructions to
review the use of an encroachment permit to allow such a feature in the
median.
On May 18, 1987, the Commission one again reviewed. this matter and
considered a staff suggestion to pursue a minor modification to the Planned
Community Standards for Mountain Meadows. See attached, page 33 Greenbelt
System & Collector Roads, under No. 1, which_- speaks about "sign gateway
entrances to the whole development and villages ", which could be
modified to include median signs. The Commission directed Urban West
Communities to request a minor modification so as to allow monument signs in
the median along Tierra Rejada Road. Since the City Council is the final
approving body, any such modification will need Council approval .

Discussion
Currently the City' s sign code does not address the use of a monument sign
in a public median. Therefore, such a sign is not permitted by present
code. Also, the Planned Community Standards in the code does not address
the use of such a sign in the median.
An encroachment permit can be used to allow the placement of the monument
sign. However, it first needs to be a permitted sign.
Although the Planning Commission was generally receptive to the idea of a
median sign, they did recommend the following restrictions:
1. That Urban West Communities be issued an encroachment permit to
construct two (2) median signs after a minor modification is
approved;
2. That said encroachment permit include a letter of credit or
similar form or liquid assets, valid for five (5) years agreeing
to remove the median signs upon the request of the City; and
3. That the median signs shall not be lighted.
Staff has no reservations using the minor modification process to amend the
Planned Community Standards text to include median signs. However, there
are matters which concern staff regarding placement of such signs.
First, the possible precedent setting nature. At the present time no
other tract contains median entry signs.
Second, the long term maintenance of such signs.
Third, the potential liability associated with a street feature not
found anywhere else in the City.
The proposed median sign appears to be nothing more than a marketing need.
There is no need on the part of the City for such a sign.

Recommendation
Deny the request for minor modification and determine that there is no need
for such signs in public right-of-way.

Re: Mountain Meadows - Median Monument Sign
Dear Chairman Holland:
Thank you for taking the time to address our immediate need for on site
project identification signage at Mountain Meadows on your June 1 agenda.
We concur with the staff report on this subject dated May 13, 1987
recommending a minor modification and an encroachment permit with the
following clarifications and suggestions:
1. We suggest that the specific additional wording to be
added to the adopted PC-3 Report (dated-April, 1985)
page 33, item 1. is:
"There will be specially designed and signed
gateway entrances to the whole development
and villages, including median monument signs,
confining landscape and architectural
designs." (Additional wording underlined.)
2. We suggest that the encroachment permit removal
guarantee recommendation allow `other instrument
of guarantee approved by the Director of Community
Development."
3. We understand that if the Commission accepts the
recommendations of staff for the minor modification
and encroachment permit, that it will not be neces-
sary to return to the Commission for further action. •
