All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available
for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda
packet for all City Council meetings is available on the City's website at www.moorparkca.gov.
Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public
Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or
Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the
Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public
Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each
Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or
beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment

8. PUBLIC HEARINGS:
A. Consider Zoning Ordinance Amendment No. CD-ZCA-2025-0006 to Modify
Table 17.20.060(E)(8) of the Moorpark Municipal Code to Prohibit Energy
Storage within a Building in the Industrial Park, Limited Industrial, Institutional,
and Industrial-Flex Zones and Making a Determination of Exemption Pursuant
to the California Environmental Quality Act in Connection Therewith . Planning
Commission Recommendation: 1) Open the public hearing, accept public
testimony, and close the public hearing; and 2) Introduce Ordinance No. :
a) making a determination of exemption pursuant to the California
Environmental Quality Act; and b) approving Zoning Ordinance Amendment
No. CD-ZCA-2025-0006 for first reading, waive full reading, and place this
Ordinance on the agenda for September 3, 2025, for the purposes of providing
a second reading and adoption of the Ordinance. (Staff: Doug Spondello,

9. PRESENTATION/ACTION/DISCUSSION:
A. Consider Bids for Construction of the New Moorpark City Library. Staff
Recommendation: Provide direction to staff. (Staff: Jeremy Laurentowski,
Parks and Recreation Director)
B. Consider Update on Teen Council; and Consider Revising Resolution No.
2022-4097 to Revise Policy 2.2 to Remove References to Teen Council. Staff
Recommendation: Direct staff to revise Policy 2.2 to remove references to the
Teen Council with the next City Council Policies update. All previous Teen
Council Guidelines are rescinded by this action and all specific program
guidelines are incorporated into Administrative Policy PRCS-6. (Staff: Jeremy

C. Consider Approval of the Following Moorpark City Transit Fixed Route Service
Modifications: Discontinue Route 2 of Moorpark City Transit Fixed Route
Services, Align Schedule with Peak Demand Hours and Provide an Additional
Hour of Service. Staff Recommendation: Approve the proposed MCT fixed
route service modifications: discontinue Route 2 of Moorpark City Transit fixed
route services, align schedule to peak demand times and provide an additional
hour of service. (Staff: Michelle Woomer, Senior Management Analyst)
10. CONSENT CALENDAR: (ROLL CALL VOTE REQUIRED)
A. Consider Warrant Register for Fiscal Year 2024/25 — July 16, 2025. Staff
Recommendation: Approve the warrant register. (Staff: Hiromi Dever,

B. Consider Minutes of Regular City Council Meeting of April 2, 2025. Staff
Recommendation: Approve the Minutes. (Staff: Ky Spangler, City Clerk)
C. Consider Minutes of Special City Council Meeting of April 10, 2025. Staff

D. Consider Extension of Agreement to Arctic Wolf Networks for Network Security
Monitoring and Operations. Staff Recommendation: Authorize award of a
three-year extension to Arctic Wolf Networks for Security Operations in the
amount of $117,714.57 and authorize approval of purchase through reseller
CDW-G. (Staff: Chris Thompson, Senior Information Systems Manager)
E. Consider Resolution Authorizing the City Manager to Execute a Memorandum
of Understanding (MOU) Between the City of Moorpark and Ventura County
Transportation Commission (VCTC) to Facilitate Receipt and Administration
of a $225,000 Grant Through the Regional Early Action Planning Grant
Program (REAP 2.0) Associated with Bus Stop Improvements and Making a
Determination of Exemption Pursuant to the California Environmental Quality
Act in Connection Therewith . Staff Recommendation: Adopt Resolution No.
2025- authorizing and directing the City Manager to execute the
Memorandum of Understanding with VCTC for Bus Stop Improvement
Projects and making a finding that the action is categorically exempt from the
California Environmental Quality Act. (Staff: Michelle Woomer, Senior
Management Analyst) (ROLL CALL VOTE REQUIRED)
F. Consider Amendment No. 11 to Yunex LLC for Traffic Signal Maintenance
Services, Increasing the Annual Not-to-Exceed Amount to $130,000. Staff
Recommendation: Approve Amendment No. 11 with Yunex LLC to increase
the annual not-to-exceed limit by $20,000, from $110,000 to $130,000, subject
to final language approval of the City Manager. (Staff: Daniel Kim, City

G. Consider Ventura County Animal Services Commission's Request to Use the
City Council Chambers at City Hall on August 21, 2025. Staff
Recommendation: Approve the VCAS Commission request for rental of the City
