As instructed at your meeting of December 21, 1983, we have
obtained from the Community Development Department of the City
of Simi Valley the following information concerning that 'City's
requirement of posting informational project site signs :
-- The situation in Simi Valley developed much as the situation
in. Moorpark is developing, with the' City Council feeling that
.merely complying with state law as regards the giving of legal
• notice .was not sufficiently notifying the public of proposed
projects, and the. Council directed the staff "to .develop °some •
way to handle the problem. Thus was . the idea of the project
site signs originated.

--. The developers have been most cooperative, and the sign is
prepared and posted at the sole expense of the developer.
-- The detail instructional sheet is included.. in the application
packet and a copy is attached for your information.
-- Although previously .required .to be erected when the application
is filed, because of vandalism the sign is now required to be
posted 11 days. prior .to the date of the hearing.

--• The developer is encouraged to place the sign where it is the
most visible,•: and is permitted one sign per street ,frontage. .
-- The sign must be removed by the. developer once. the hearing
is concluded, and the developers have been •most cooperative in
complying with this request.
-- The City Council has been very pleased with the results,
and since implementation, have experienced less confrontation
at the Planning Commission and the City Council hearings
Which works to the benefit of both bodies .
I forsee no major problems in implementing such a: noticing
program in Moorpark. If the Council desires, a resolution can
be prepared for future adoption to require such a program.

Cases requiring public notice include:
Zone Changes Planned Development Permits Specific Plans
Special Use Permits Tentative Tract Permits Land Divisions
Variances Major Modifications Time Extensions
' Appeals of any of the above
1. Size: Shall be thirty-two (32) square feet in sign area.
2. Height: Shall not exceed eight (8) feet.
3. Location: Not less than five (5) feet inside the property line in residential zones,
and not less than one (1) foot inside the property line in commercial and
industrial areas. In area most visible to the public.
4. OTHER RESTRICTIONS:
a. Shall not be illuminated.
b. Only one such sign may be displayed per street frontage of the property to which
it refers.
5. Signs to be erected at the same time as development application is formally submitted
to Department of Community Development.
6. Sign shall include only the following factual information:
Appropriate heading (Example: NOTICE OF PUBLIC HEARING ON PROPOSED DEVELOPMENT)
Appropriate content as to type of project, number of units, etc. (Example:
PROPOSED ON THIS SITE: 62 TOWNHOUSES. Do not use descriptive words such as
"luxurious," "elegant," etc.)
Adequate space to note public hearing date, time and location. To be inserted
when date for public hearing has been set at least eleven (11) days prior to the
hearing date. Prior to meeting date having been set, insert "To Be Announced."
Adequate space to note developer and City Hall phone numbers.
7. Dates shall be changed for Commission items continuing on to the City Council . Said
date shall be changed a minimum of 11 days prior to the Council hearing.
