BACKGROUND INFORMATION: Local Agency Formation Commissions (LAFCO ' s) are required by State law to adopt a "plan for the ultimate probable boundary" of each city within its jurisdiction. This is known as a "Sphere of Influence" . In addition, the Ventura LAFCO has divided the southern portion of Ventura County into Areas of Interest. Sphere of Influence -- LAFCO staff is recommending to their Commission that the Moorpark Sphere of Influence be established at the city limits with the addition of Home Acres . They are recommending this boundary since all land designated for urban development on either City or County land use plans is presently within the Moorpark city limits or Home Acres . A recommended policy is that at such time as either the City General Plan or the County 208 AQMP is amended, the Sphere of Influence should be re-examined. In essence, what this is saying is that the Sphere can be changed in the future and additional territory in- cluded, but that the Sphere should not be amended until City and regional plans have also been amended to designate such territory for urban development. Area of Interest -- The purposes of these areas are to pre- vent annexation wars between cities and to act as a referral boundary for coordination between a city, County and LAFCO. The Moorpark Area of Interest on the west follows a Rancho boundary line from the crest of South Mountain to the crest of the Los Posas Hills on the south. -1- Sphere of Influence June 28 , 1984 page 2 In places, the City boundary is coterminus with the Area of Interest boundary. This situation diminishes the effectiveness of the Area of Interest. For instance, a proposal made to the County for a subdivision on the west side of Grimes Canyon Road immediately adjacent to the City would not be routinely referred for our infor- mation, since it would not be within the Moorpark Area of Interest. Therefore, it seems logical that the Area of Interest boundary should be extended to the west. City Staff has proposed to the LAFCO staff that an appropriate western boundary would be in line with the western boundary of County Waterworks District No. 1. The Area of Interest boundary would then follow a known special district boundary, property lines, and Assessor parcels. The referral of County projects could then be more easily made since if service would be obtained from County Waterworks No. 1 the project should be referred to the City of Moorpark.
