CITY COUNCIL
Moorpark, California April 9, 2025
A Special Meeting of the City Council of the City of Moorpark was held on Saturday,
April 9, 2025, at 9:00 a.m. in the City Hall of said City located at 323 Science Drive,
Moorpark, California.
1. CALL TO ORDER:
Mayor Enegren called the meeting to order at 9:01 a.m.
2. ROLL CALL:
Present: Councilmembers Barrett, Castro, Delgado, Means, and
Mayor Enegren.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Hiromi Dever,
Finance Director; Daniel Kim, City Engineer/Public
Works Director; Jeremy Laurentowski, Parks and
Recreation Director; Doug Spondello, Community
Development Director; Captain Darin Hendren and
Captain Nick Odenath, Ventura County Sheriffs Office.
3. PUBLIC COMMENT:
None.
4. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
5. PRESENTATION/ACTION/DISCUSSION:
A. Consider Proposed Goals & Objectives for Fiscal Years 2025/2026 and
2026/2027. Staff Recommendation: Provide direction to staff on proposed
Goals & Objectives for Fiscal Years 2025/2026 and 2026/2027.
There were no speakers.
Mr. Brown and Mr. Gagajena facilitated a strategic planning exercise with the
City Council to identify the following objectives to include in the next two-year
cycle covering fiscal years 2025/2026 and 2026/2027:
• Economic development attraction and retention
• Downtown High Street entertainment district and improvements

• Signs and artwork installations
• Public safety staffing needs and technology
• Forge stronger relationships with the YMCA or equivalent provider to
offer a broad range of community services
CONSENSUS: It was the consensus of the City Council to include the above
objectives in the City Council Goals.
6. ADJOURNMENT:
Mayor Enegren adjourned the meeting at 1:15 p.m.
