Subject:Support for Option 2 regarding the Moorpark City Library project
Date:Wednesday, July 16, 2025 1:24:14 PM
Dear Mayor and City Council Members,
I am writing to express my strong support for Option 2 regarding the Moorpark City
Library project, accepting the lowest bid and moving forward with awarding the
construction contract at the July 16th board meeting.
I have been looking forward to fundraising to help Moorpark build a new library since
2007 when it was first promoted. Unfortunately, I am unable to attend Wednesday’s
meeting in support of a continued commitment to the people of Moorpark to build a new
library.
If you had stopped dragging your feet and moved ahead in 2023, the library’s cost would
no longer be an issue. Instead, you spent funds on moving the City Council to a new
building and upgrading High Street with residential and commercial rentals. Being
businesspeople, you should have realized that costs were going to result in higher
prices, especially with tariffs and labor costs rising. A case could be made that the
property taxes and fees from your new developments will more than cover the 10%
increase in cost.
Ditching the new Moorpark City Library is equivalent to breaking a promise to the people
of Moorpark and would certainly be a campaign issue in the next election.
Thank you,
Dona Pugh, member Moorpark Friends of the Library

Mr. Mayor and City Council members: I work as a library associate at the Moorpark City Library. As families add children and outgrow their housing, the library has outgrown its old facility. We can't expand our book/media collection as we've run out of shelf space. There are no meeting rooms for groups and no study rooms or quiet spaces for patrons to read or study. We have programs going on every day except Sunday. The programming takes up the limited open space, and patrons wanting to read or use the computer must put up with the noise. We need separate enclosed spaces for programming, which can expand if we had the space.
The staff has no storage space for supplies and crafts. The staff "break room" is a tiny room with a table, two folding chairs, a sink, small refrigerator and stored items. All the furniture is visibly worn and needs replacing. The top of the check-out counter has the finish worn off by the books passing over it for decades.
The restrooms have ants, and the toilets/sinks are past their prime. The toilet roll holders barely hang on to the stalls.
Print books are still popular, as I see adults checking out books daily. Children are excited when they check out books. Having kids read a book on an iPad is not the same. I see kids stare dully at the computer screens, but they love print books. With the programming kids and parents can socialize and learn communication skills. That won't happen if people sit at home and read ebooks.
The patron computers no doubt need upgrading. Printing documents from the library computers is a complicated, time consuming procedure. The photocopier is slow and doesn't always give clean copies.
We have a huge amount of programming for a small library. Patrons who visit love the library, despite its limitations and age. The staff can do much more with additional space and updated technology.
If the current proposed building is too expensive, may I suggest a revision. Do we need a high roof? Do we need all those glass windows and a huge grassy lawn? The interior is more important than the exterior.
I hope the city will build a new library, or do an extensive remodel of the old building. Thank you for your attention.

Subject:Strong Support for Option 2 - Award Library Construction Contract Now
Date:Wednesday, July 16, 2025 3:34:21 PM
I am a long standing resident of Moorpark and a member of the Moorpark Friends of the
Library. I want to express my strong support for Option 2 regarding the Moorpark City
Library project - which is accepting the lowest bid and moving forward with awarding the
construction contract.
Our library is an essential service to our community and any investment for the library's
contruction is a critical in our city's economic development, quality of life and intellectual
capital.
I urge the City Council to consider this Option 2 at the July 16th board meeting. Thank you
for your consideration.
Sincerely,
Eleanor Villanueva

Subject:NO to the Proposed Library Plans

Importance:High
Dear City Council,
I wanted to share a quick note of my disappointment in the cost of the proposed library
plans.
Spending ever dollar of our small city budget for ONE project shows severe negligence
on the city's part.
There is a building similar in size at a cost of $5M which would be understandable for
updating library needs to reflect the current times.
Although the location is not ideal, take a couple million and offer more free city
transportation.
I sincerely hope you reconsider this decision and consider the thousands of citizens
here who are living paycheck to paycheck. What other services can we offer that are
MORE beneficial to our community? There are too many to list.
I appreciate the opportunity to express my opinion.
Warm regards,
Leanne Hayden // Moorpark resident and employee since 2021// 562-208-7667

Hello City Council,
I am writing to you today to provide input about the pending library installation. I think
the city’s money can be spent so much wiser and could be directed to real issues vs. an
expense that may leave the city with less funds to use on many other worthwhile
projects. While I enjoyed the days of libraries in my youth, I do feel our youth are so
fortunate to have the world at their feet on screen and in classrooms and experiences
we were never exposed to. Please consider this in deciding such a huge expense.
Thank you,
Carla S.
