MINUTES OF THE CITY COUNCIL
OF THE CITY OF MOORPARK
Moorpark, California April 10, 2025
A Special Meeting of the City Council of the City of Moorpark was held on Thursday,
April 10, 2025, at 3:00 p.m. at the High Street Arts Center located at 45 High Street,
Moorpark, California.
1.CALL TO ORDER:
Mayor Enegren called the meeting to order at 3:05 p.m.
2.ROLL CALL:
Present:Councilmembers Barrett, Castro, Delgado, Means, and Mayor
Enegren.
Staff Present: Troy Brown, City Manager; Kevin Ennis, City Attorney;
PJ Gagajena, Assistant City Manager; Brian Chong, Assistant
to the City Manager; Jeremy Laurentowski, Parks and
Recreation Director; Daniel Kim, City Engineer/Public Works
Director; Doug Spondello, Community Development Director;
Hiromi Dever, Finance Director; Jessica Sandifer; Deputy
Community Development Director; John Bandek, Economic
Development Manager; Chris Thompson, Senior Information
Systems Manager; Captain Darin Hendren, Ventura County
Sheriff’s Office; and Ky Spangler, City Clerk.
3.PLEDGE OF ALLEGIANCE:
Moorpark Adult School Student Maciel Fausto Navarro led the Pledge of
Allegiance.
4.PUBLIC COMMENT:
None.
5.PRESENTATION:
A.2025 State of the City Presentation. (Beginning at 4:00 p.m.)
Mayor Enegren; Parks and Recreation Director, Jeremy Laurentowski;
Captain Darin Hendren, Chief of Police Moorpark Station with Ventura
County Sheriff’s Office; and City Manager Brown, provided the 2025 State
of the City Presentation.
