MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Jeremy Laurentowski, Parks and Recreation Director DATE: 07/16/2025 Regular Meeting SUBJECT: Consider Ventura County Animal Services Commission’s Request to Use the City Council Chambers at City Hall on August 21, 2025 BACKGROUND On November 20, 2020, the City Council approved Resolution No. 2020-3963, updating rules and regulations governing City facility rentals. Because the Resolution predates the City’s acquisition of the new City Hall at 323 Science Drive, it has not been identified as a rentable facility. Therefore, use of the facility will require City Council approval. It is anticipated that Resolution No. 2020-3963 will be revised in the fall of this year to include the new City Hall location. The Ventura County Animal Services (VCAS) Commission is requesting use of the City Council Chambers on August 21, 2025, from 9:00 a.m. to approximately 11:00 a.m. to hold its regular VCAS Commission meeting. The VCAS Commission was established in 1978 and serves as an advisory Commission that makes recommendations to the Ventura County Animal Services Director and the Ventura County Board of Supervisors on policies, programs, service levels, and fees related to Animal Services. The VCAS Commission includes representatives from each contracted city and a member of the Ventura County Board of Supervisors. DISCUSSION The City’s facility rental policy identifies indoor rooms available for rent at the Arroyo Vista Recreation Center (4550 Tierra Rejada Road) and Community Center (799 Moorpark Avenue). As mentioned previously, the policy has not yet been amended to include the City Council Chambers at 323 Science Drive or establish rental rates for the new City Hall. The VCAS Commission is requesting to rent the City Council Chambers at the new City Hall to hold a Regular VCAS Commission meeting. VCAS Commission meetings are held quarterly, and their meetings are typically scheduled at the Ventura County Animal Item: 10.G. 203 Honorable City Council 07/16/2025 Regular Meeting Page 2 Shelter Conference Room in Camarillo. However, in FY 2025/26 they intend to hold their meetings off-site and hosted by one of the cities that they serve. The VCAS Commission is requesting use of the City Council Chambers, without the use of recording or broadcasting equipment, but have requested the use of six tables and associated chairs. The VCAS Commission has informed staff that they will arrive early to set up the tables and chairs, as well as put them away after the rental. The VCAS Commission is a County agency. Under the City’s facility rental policy, governmental agencies directly serving Moorpark residents qualify for use of a facility at the City’s direct costs (Group 1 rate) if there are no entry fees to attend, the activity is not recurring, and attendance is less than 2,000. The VCAS Commission meeting satisfies these requirements. Although the VCAS regional offices are physically located in Camarillo, they provide services to the City of Moorpark, as well as other contracted cities and unincorporated areas of Ventura County. Therefore, staff recommends that the City Council allow the VCAS Commission to rent the Council Chambers at City Hall for their August meeting, at the Group 1 rate. Since there are no anticipated direct costs to the City, there would be no costs associated with the rental. ENVIRONMENTAL DETERMINATION This action is exempt from the California Environmental Quality Act (CEQA) as it does not constitute a project, as defined by Section 15378 of the State CEQA Guidelines. Therefore, no environmental review is required. FISCAL IMPACT None. COUNCIL GOAL COMPLIANCE This action does not support a current strategic directive.
