Richards, Director of Community Development' J DATE: November 29, 1989 (CC meeting of 12/20/89) SUBJECT: LOT LINE ADJUSTMENT NO. 300 - CHURCH OF JESUS CHRIST OF LATTER DAY SAINTS Background On October 29, 1988, the applicant (Church of Jesus Christ of Latter-Day Saints) applied for a Lot Line Adjustment (Lot Line Adjustment No. 300) . The adjustment is between Assessor Parcel Numbers 514-133-01 (owned by the Church) and 500-421-41 (owned by Moorpark. College) . Since the application was not completed at the time the applicant had to resubmit a new application on. July 13, 1988. The second application was not completed until October 1989 when all the corrections pertaining to the second submittal were made per direction of the City Engineer. Discussion The applicant, on behalf of the Church of Latter Day Saints, has requested a Lot Line Adjustment which would involve an exchange of 145 sq.ft. (Parcel "A") from the Church property (APN 514-133-01) to be added to the Moorpark College. In return, Parcel "B" (4,528 sq. ft. ) of the Moorpark College property (APN 500-421-41)would be added to the Church property (see maps on Attachment 1 & 2) . As a result of this exchange, Moorpark. College would be deeded the Church property and the Church would be deeded the College property. The purpose of the exchange, through the Lot Line Adjustment process, is to allow the two property owners flexibility in. locating their property lines so as to foster the best:: possible use of their land. The Lot Line Adjustment complies with the City of Moorpark Ordinance Code in that neither a greater nor lesser number of parcels than originally existed has been created, and the resulting lots would conform to all the applicable zoning and General Plan requirements. The Lot Line Adjustment would not cause a conforming lot to be made nonconforming with, the applicable zoning, and general plan. Pursuant to Resolution No. 88-523, the Director has the authority to approve Lot Line Adjustments. This matter is being presented to the Council as a courtesy. In the event the Council wishes to appeal the Director's decision, it may do so. Should the Council desire to appeal, it should set a public hearing date.
