PROCLAMATIONS AND COMMENDATIONS: A. Introduction of New Moorpark Deputy, Greg Amantia, with Ventura County Sheriff's Office. 5. PUBLIC COMMENT ON CONSENT CALENDAR ITEMS: (Must be physically present in the Council Chambers to speak under this item.) 6. REORDERING OF, AND ADDITIONS TO, THE AGENDA: (Pursuant to Council Rules of Procedure, Section 2.9, Items to be withdrawn from the Consent Calendar shall be identified at this time.) 7. ANNOUNCEMENTS, FUTURE AGENDA ITEMS, AND REPORTS ON MEETINGS/CONFERENCES ATTENDED BY COUNCILMEMBERS AND MAYOR: All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.qov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. PRESENTATION/ACTION/DISCUSSION: A. Review and Prioritize Existing and Proposed Capital Improvement Program Projects. Staff Recommendation: Direct staff to prioritize existing and proposed Capital Improvement Program projects and associated funding sources in the adopted budget and include in the City Council Goals as appropriate. Consider Approval of Plans and Specifications and Award of Agreement to AMG & Associates, Inc. for New Moorpark City Library Project; Approve Agreement with Carl Kim Geotechnical for Geotechnical Inspection and Testing Services; Approve Agreement with NV5, Inc. for Special Inspection and Materials Testing Services; and Resolution Amending Fiscal Year (FY) 2025/26 Budget to Fully Fund the Project; and Making a Determination of Exemption Under the California Environmental Quality Act in Connection Therewith. Staff Recommendation: 1) Approve the plans and specifications for the New Moorpark City Library Project; and 2) Award bid to AMG &Associates, Inc. for a total contract value of $29,901,300; and authorize City Manager to sign the Agreement, subject to final language approval of the City Manager; and Authorize City Manager to approve Change Orders up to the contingency amount of$2,718,300; and 3) Approve Agreement with Carl Kim Geotechnical for Geotechnical Inspection and Testing Services for a fee of$280,860 plus a contingency of$18,000 for a total not to exceed fee of$298,860; and authorize City Manager to sign the Agreement, subject to final language approval of the City Manager; and 4) Approve Agreement with NV5, Inc for Special Inspection and Materials Testing for a total fee of$132,603 plus a contingency of$13,000 for a total not to exceed fee of $145,603; and authorize the City Manager to sign the Agreement; subject to final language approval of the City Manager; and 5) Adopt Resolution No. 2025- , amending Fiscal Year 2025/26 budget by allocating $3,205,820 from the Special Projects Fund (3004) to fully fund the project. Consider Authorizing the City Manager to Execute Easements to Aspire Broadband LLC to Install Fiber Optic Lines Along the Countrywood Drive Access Driveway to the Arroyo Vista Recreation Center and Making a Determination of Exemption Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: Authorize the City Manager to execute easements to Aspire Broadband LLC to install fiber optic lines along the Countrywood Drive Access Driveway to the Arroyo Vista Recreation Center. (Staff: Brian Chong, Assistant to the City Manager) B. Consider Ventura Council of Governments' Request to Use the City Council Chambers at City Hall on September 11, 2025. Staff Recommendation: Approve the Ventura Council of Governments' request for rental use of the City Hall Council Chambers on September 11, 2025. Consider Approval of Additional Costs for California Highway Patrol Tenant Improvement Project, Authorizing the City Manager to Execute Funding Authorizations with the County of Ventura to Construct the Improvements, and Amending the Fiscal Year (FY) 2025/26 Budget in the Amount of $150,267 from the Special Projects Fund (3004) to Fund the Improvements. Staff Recommendation: Adopt Resolution No. 2025- , approving additional California Highway Patrol Tenant Improvements at Moorpark Police Services Center, authorizing the City Manager to execute funding authorizations with the County of Ventura to construct the improvements, and amending the FY 2025/26 Budget in the Amount of $150,267 to fund the improvements. Consider Resolution Amending Authorized Access of City Officials to Sales and Use Tax Records and Rescinding Resolution No. 2024-4242. Staff Recommendation: Adopt Resolution No. 2025- updating the list of City positions that are authorized access to confidential sales and use tax records, and rescinding Resolution No. 2024-4242. Consider Adoption of Resolution Approving a Drainage and Construction Easement Agreement and an Emergency Access, Pedestrian Access, and Construction Easement Agreement to Moorpark Casey Road LP and Making a Finding of Consistency with the Approved Mitigated Negative Declaration for Residential Planned Development Permit No. 2012-02 in Connection Therewith. Staff Recommendation: Consider and adopt Resolution No. 2025- , approving the grant of a Drainage and Construction Easement Agreement and an Emergency Access, Pedestrian Access, and Construction Easement Agreement to Moorpark Casey Road LP, subject to final language approval by the City Manager and City Attorney, and making a finding of consistency with the approved Mitigated Negative Declaration for Residential Planned Development Permit No. 2012-02 in connection therewith.
