PROCLAMATIONS AND COMMENDATIONS: A. Introduction of New Employee, Gene Burse, Deputy Community Development Director in the Community Development Department. B. Introduction of New Moorpark Police Services Motor Officer James Segovia, with the Ventura County Sheriffs Office. C. Proclamation Recognizing the New West Symphony Orchestra Upon Their 30th Anniversary. D. Proclamation Declaring September 2025 Emergency Preparedness Month. 5. PUBLIC COMMENT: (Must be physically present in the Council Chambers to speak under this item.) All writings and documents provided to the majority of the City Council regarding all open-session agenda items are available for public inspection at the City Hall public counter located at 323 Science Drive during regular business hours. The agenda packet for all City Council meetings is available on the City's website at www.moorparkca.qov. Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or a Presentation/Action/Discussion item.Speakers who wish to address the Council concerning a Public Hearing or Presentation/Action/Discussion item must do so during the Public Hearing or Presentation/Action/Discussion portion of the Agenda for that item.Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting;for a Presentation/Action/Discussion item,prior to the Mayor's call for speaker cards for each Presentation/Action/Discussion agenda item; and for a Public Hearing item, prior to the opening of each Public Hearing, or beginning of public testimony for a continued hearing.A limitation of three minutes shall be imposed upon each Public Comment and Presentation/Action/Discussion item speaker. Staff Recommendation: Direct staff to prioritize existing and proposed Capital Improvement Program projects and associated funding sources in the adopted budget and include in the City Council Goals as appropriate. Consider Voting Delegate and Alternates for League of California Cities Annual Conference - October 8-10, 2025, in Long Beach. Staff Recommendation: 1) Designate Councilmember Barret as the voting delegate and City Manager Gagajena and Assistant to the City Manager Chong as the alternate voting delegates; and 2) Direct the City Clerk to notify the League of California Cities of the designated voting delegate and alternates. CONSENT CALENDAR: (Continued) Consider Attachment Agreement with Southern California Gas Company to Attach Advanced Meter Facilities to City-Owned Streetlights, and Making a Determination of Exemption Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: Authorize the City Manager to execute an Attachment Agreement with the Southern California Gas Company, subject to final language approval of the City Manager and City Attorney. (Staff: Brian Chong, Assistant to the City Manager) J. Consider Resolution Amending Fiscal Year 2025/26 Budget to Increase Appropriations for Fiscal Year 2024/25 Purchase Order Carry Overs. Consider Resolution Establishing a Parking Restriction Along the Northeast Side at the Intersection of Valley Road/Magnolia Street and Making a Determination of Exemption Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: Adopt Resolution No. 2025- , establishing a parking restriction along the northeast side at the intersection of Valley Road/Magnolia Street, in front of the existing storm drain curb inlet, and finding this action to be exempt from environmental review under the California Environmental Quality Act. Consider Resolution Exonerating Surety Bond No. 100721718 for Grading & Improvements at 13816 Princeton Avenue (Rafiq, Inc. - Hi-Tech Auto). Staff Recommendation: 1) Adopt Resolution No. 2025- , exonerating Surety Bond No. 100721718 for Grading & Improvements at 13816 Princeton Avenue; and 2) Authorize the City Clerk to exonerate the bonds as shown in the agenda report and draft resolution. Consider Acceptance of Public Improvements, Authorization of Release of Protect Bonds in Accordance with the Contract Provisions for the Princeton Avenue Improvement Project (CIP Project No. C0020), Specification No. MPK 21-03, Federal Aid No. HSIPL-5436(018), and Authorization to File Notice of Completion. Staff Recommendation: 1) Accept completion of the Princeton Avenue Improvement Project (CIP No. C0020), Specification No. MPK 21-03, Federal Aid No. HSIPL-5436(018); and 2) Authorize the City Clerk to file the Notice of Completion with the Ventura County Recorder's Office; and 3) Authorize the City Clerk to exonerate the Faithful Performance and Material Suppliers and Laborers Bonds, Bond No. 30134657, one year after the date of recordation of the Notice of Completion. Consider Resolution Adopting an Engineering and Traffic Survey for Speed Limits, Dated June 2025, and Approving the Posting of Speed Limits on Princeton Avenue and Flinn Avenue. Staff Recommendation: Adopt Resolution No. 2025- that (i) approves the June 2025 Engineering and Traffic Survey for Speed Limits, prepared by Hartzog & Grabill, Inc, (ii) approves speed limits and posting of speed limit signs on Flinn Avenue and Princeton Avenue, as identified in the June 2025 Engineering and Traffic Survey for Speed Limits, and (iii) maintains the Engineering and Traffic Survey for Speed Limits, dated April 2022 and the established speed limits for roadway segments identified therein adopted per Resolution No. 2022-4132, except for portions of Flinn Avenue and Princeton Avenue covered in the June 2025 Engineering and Traffic Survey for Speed Limits. Consider Ordinance No. 529 Modifying Table 17.20.060(E)(8) of the Moorpark Municipal Code to Prohibit Energy Storage within a Building in the Industrial Park, Limited Industrial, Institutional, and Industrial-Flex Zones and Making a Determination of Exemption Pursuant to the California Environmental Quality Act in Connection Therewith. Staff Recommendation: 1) Waive full reading, declare Ordinance No. 529 read for the second time and adopted as read.
